Harmonisation of European Incident Definitions Initiative for ATM (HEIDI)

HEIDI Taxonomy

The tool HEIDI is a classification/organisation of safety related keywords and concepts in the most appropriate manner to maximise and share their reliable and consitent use accros Europe. The current HEIDI version has been developed by EUROCONTROL with the support of Experts from 7 Member States and in close cooperation with ICAO and EC.

HEIDI will evolve to become more customer friendly. There is also a need to include causal factors and best practives in the reference HEIDI structure

Tool Kit for ATM Occurence Investigation (TOKAI)

An advanced support in the investigation process

TOKAI provides dedicated software tools for each of the major steps of the investigation process. This makes TOKAI support to ESARR 2, ESARR 3 and the ICAO Safety Oversight-USAOP. TOKAI is a dedicated software developed by EUROCONTROL to support:
  • The harmonised implementation of the EATMP & ESARR 3 "Safety Occurence Principle" "ATM operational or technical occurences which are considered to have significant safety implications are investigated immediately, and any necessary corrective action is taken."
  • The harmonised investigation and reporting (as per ESARR 2) to the Safety Regulation Commission by providing an automatic generation of the AST-Annual Summary Template.
