In 2003, as a result of serious accidents in Italy and Germany in 2001 and 2002 respectively, the EUROCONTROL Provisional Council (PC) launched a Strategic Safety Action Plan (SSAP) together with an implementation programme.
That Action Plan has now been implemented and it is time to consider what needs to be done to address ongoing safety challenges, in particular those presented by the introduction of the Single European Sky (SES).
The SSAP implementation programme focused on those areas that were considered to be of high priority and would bring the greatest and fastest gains in ATM safety. Considerable progress has been made over the past three years in raising the awareness of ATM safety needs within the European Civil Aviation Conference (ECAC) States and in creating strengthened safety frameworks. A small percentage of work within the SSAP programme was not completed due to lack of resources and legal constraints. There have also been additional issues that have emerged, from both accident investigation reports and other sources, which now need to be addressed.
The objective of this new safety plan is, therefore, to continue to focus safety enhancements into areas where the greatest benefits will be gained.
