The need for European wide reporting of incidents |
European States and air navigation service providers have made considerable strides towards the implementation of incident reporting schemes in line with ICAO, the European Community directives and EUROCONTROL Safety Regulatory Requirements (ESARRs).
However, the implementation of the reporting process is not comprehensive and the quality and quantity of the safety data collected varies significantly from State to State, and from service provider to service provider. In spite of the recognised benefits to be derived from sharing aircraft accident/incident information and disseminating lessons learnt in safety occurrence investigation, some States and services providers still fear that sharing safety data could be used to compare safety performances.

- EUROCONTROL, States & ANSPs implement the principles of a “Just Culture” in ATM occurrence reporting
- States develop strategies for the removal of legal impediments
- Regulators, ANSPs, Operators & EUROCONTROL share safety information
