Guidance notes for GA pilots |

"Infringement of controlled airspace, danger and restricted areas etc. is a serious aviation hazard and occurs when an aircraft enters the airspace without permission. This happens several times a day in the busiest areas of European airspace. Knowing and understanding the rules, careful planning, and accurately flying the plan are the best means of avoiding such infringements. This series of Guidance Notes are intended to help GA VFR pilots keep out of trouble. We hope GA pilots will find them useful. Any suggestions for improvement are welcome. Airspace Infringement Risk Analysis - FIS Study |

The survey of the scope and quality of the flight information service (FIS) provided by the European States has been conducted in the context of the airspace infringement causal factor analysis. It is considered an essential step in the identification of effective solutions to the airspace infringement risk.
The approach to the study included collection and analysis of information made available through reviews of the relevant ICAO provisions, national service provision requirements and procedures detailed in the State aeronautical information publications and site visits to flight information and air traffic control centres in five European States.
The study confirmed that the level of the FIS provided consistently exceeds that required by ICAO standards and recommended practices.

Airspace Infringement Risk Analysis - Part III Case Study Switzerland |

In order to collect the in-depth information about the causal factors of airspace infringements, in 2006 EUROCONTROL commissioned Skysupport of Geneva, Switzerland to conduct a study of airspace infringements in Switzerland. The study was carried out with the support of Swiss Air Navigation Services Provider - Skyguide, the Swiss Aircraft Accident Investigation Bureau and the Swiss AIRPROX Board, who provided the incident data from 2004 for analysis. Of 1,046 events and occurrences, 123 were classified as airspace infringements.
In addition, two field discussions with Swiss GA pilots were held at Zurich-Kloten airport and at Yverdon-les-Bains aerodrome to gather information about the issues encountered by VFR pilots with regard to airspace infringement, and to obtain meaningful feedback on potential mitigation actions and safety improvement recommendations.

Airspace Infringement Risk Analysis - Part II General Aviation Airspace |

The purpose of the General Aviation Airspace Infringement Survey 2007 was to develop a detailed understanding of the causes of airspace infringement risks and help identify the most efficient risk mitigation measures. The survey was carried out among the general aviation pilot community in Europe in the period July to September 2007. No single clear factor could be identified as a major cause of airspace infringements.
However, pilots’ navigation and communications skills appear to play essential role.
Nevertheless, improved AIS, ATC and flight information services for VFR flights, coupled with improved air ground communications are considered essential risk reduction focus areas by the pilot community.

Airspace Infringement Risk Analysis - Part I Safety Analysis of Airspace |

EUROCONTROL commissioned National Aerospace Laboratory (NLR) with an analysis of a representative sample of airspace infringement occurrence reports. The aim of the study was to identify airspace infringement causal factors in sufficient detail and thus support the establishment of safety improvement strategies and identification of relevant risk mitigation measures.
A total of 473 airspace infringement occurrence reports submitted to state authorities and
service providers in 2004 and 2005 were analysed, using a dedicated taxonomy developed by Eurocontrol. Scenarios and causes were identified and analysed. Mitigation measures are proposed on the basis of these results.
