Requirements for European Class 3 Medical Certification of Air Traffic Controllers

This document, in its second edition, is a set of medical requirements in the medical certification of Air Traffic Controllers (ATCOs), for application in ECAC1 States.

The document has been revised by the ATCO Medical requirements Task Force (AMRTF) as a result of developments in aviation medicine and in the operational environment.

The document now also includes guidance on the training of Authorised Medical Examiners (AME), a sample European Class 3 Medical Certificate, advice for the holders of air traffic controller licences in the event of a decrease in medical fitness and a summary of Minimum Periodic Requirements.

Level Bust

In 2003, a cross-industry Level Bust Task Force was established and issued the Action plan for the prevention of Level Bust in Europe and an interactive CDRom called "Level Bust Tool Kit" in order to enable safety managers to implement the recommendations of the Action Plan. The action action contains recommendations for Air Traffic Management, air traffic controllers and aircraft operators.

Safety Alert Messages are covered under the High Priority Activity Field 2: Incident Reporting and Data Sharing of the ESP Implementation Programme. The recommendation states the following: To formalise, structure and resource the voluntary incident and risk information process, for the purpose of disseminating it to the widest professional audience and corresponding lessons learnt. This will be based on the approved CESC policy on voluntary safety risk information sharing.

SAM V2 provides a process for the safety assessment of Air Navigation Systems. This process consists of three major steps: Functional Hazard Assessment (FHA); Preliminary System Safety Assessment (PSSA); System Safety Assessment SSA.

In order to install the application: download the application ("click on "save" and save it on your disk), then go in the directory where you have saved the file, open the file and click on "extract" to unzip the .zip file in a folder on your computer. Then you can click on the "SAM Electronic" application file to launch the tool.
This version contains SAM V2.1 (11/2006). While waiting for SAM V2.2 release, any new released guidelines (only Level 2 or 3 documents as Level 1 is frozen) part of SAM V2.2 are accessible via SAM News Letters (do not forget to register first) or to be requested to Patrick.mana@eurocontrol.int.
SAM V2.1 also includes the "self-assessment" tool that will allow evaluating the level of maturity with regards safety assessment practices.
