SPIN Sub-Group

Background

The SPIN (Safety Nets: Planning Implementation & eNhancements) Task Force was created in 2005 to draft standards and guidance material for the ground-based safety nets (STCA, MSAW, and APW), propose ECIP Objectives for ECAC-wide implementation of these standards, as well as maximise opportunities for early enhancement of existing safety net implementation.

The SPIN Task Force, which has been a true community effort, has met 15 times in the time period from May 2005 until March 2008. In that time 12 ANSP members and 6 industry members, along with EUROCONTROL have worked not only on developing specifications for Safety Nets, but also hosted meetings at different control centres to keep in touch with operational reality and share case studies and experiences.

In May 2008, the SPIN Task Force has become a Sub Group under the changed name - Safety nets Performance Improvement Network - to give it a more solid status for the future and provide much-needed continuity.

SPIN Sub-Group Mission

The mission for the Safety nets Performance Improvement Network (SPIN) is to develop and support the implementation and use of:
  • Standards and guidance material for ground-based safety nets, including Short Term Conflict Alert (STCA), Area Proximity Warning (APW), Minimum Safe Altitude Warning (MSAW) and Approach Path Monitor (APM);
  • Coordinated, overall concept for airborne and ground-based safety nets;
  • Enhancement of ground-based safety nets using new surveillance technologies;
  • Enhancement of ground-based safety nets using down-linked aircraft parameters;
  • Further enhancement of existing ground-based safety nets or development of new ground-based safety nets.
The SPIN mandate extends at least until the end of the implementation phase of ECIP Objectives ATC02 (currently December 2013). The working arrangement serves as a “clearing house” for feedback and change requests during the implementation phase.
The SPIN is created by and reports to the Operational Requirements & Data Processing Team (ODT) and the Safety Team (SAFT).

The SPIN Sub-Group develops and maintains a rolling work plan, subject to periodic review and endorsement by the ODT and the SAFT. The plan contains a factual account of background and context, and then identifies Objectives, Milestones and Deliverables in particular for 2008 and 2009.

SPIN Sub-Group Participants

As of May 2008, SPIN Sub-Group, the Safety-nets Performance Improvement Network membership includes 22 ANSP active members or observers as well as 7 industry representatives.

Past meetings

SPIN-1 28-29 May 2008 – Brussels

The first meeting of the reformed SPIN took place 28-29 May in Brussels. Most of the 34 delegates represented organizations that had participated in the SPIN Task Force activities. SPIN welcomed the participation of 5 new ANSPs.

The delegates agreed on the Sub-Group work plan, were briefed on the progress of the PASS project and lessons learned from the A-SMGCS project and progressed worked on MSAW specification. The Sub-Group has also discussed their input to the proposed changes to the ATC training guidance (Common Core Content).

MSAW Specification Drafting – 6-8 October 2008– Brussels

SPIN-2 29-31 October 2008– Geneva

SPIN-3 17-19 February 2009 – Lisbon

SPIN-6 28-29 October 2009 – Berlin

The focus of the meeting is to agree a way forward for RA Downlink in light of the workshop conclusions made the previous day.

SPIN-7 05-06 May 2010 – Gdańsk

The 7th SPIN Sub-Group meeting took place on 5-6 May 2010 in Gdańsk, Poland, hosted by the Polish Air Navigation Service Agency (PANSA). The meeting was attended by 35 delegates.

The agenda covered the work progress made in the area of RA downlink, including a report on operational and human factors evaluations in Prague and Budapest. The Sub-group also discussed the position of SPIN Sub-group in new working arrangements (including SESAR), and heard reports on the latest developments in the PASS project and RA monitoring activities in the USA. The meeting concluded with a presentation by PANSA of the Gdańsk APP system.
