ENPRM Consultation on the EUROCONTROL Specification for STCA

In 2006 the Agency in close consultation with stakeholders completed the development of the draft EUROCONTROL Specification for Short Term Conflict Alert (STCA) as well as comprehensive guidance material. The status of the related ECIP Objective ATC02.2 was upgraded from Tentative to Agreed.

Eurocontrol Notification of Proposed Rule-Making (ENPRM) Consultation

The essential requirements on safety identified in Annex II of the SES interoperability Regulation 552/2004 stipulate that:
  • Systems and operations of the EATMN shall achieve agreed high levels of safety. Agreed safety management and reporting methodologies shall be established to achieve this
  • In respect of appropriate ground-based systems, or parts thereof, these high levels of safety shall be enhanced by safety nets which shall be subject to agreed common performance characteristics.
The draft EUROCONTROL Specification for Short Term Conflict Alert intends in particular to provide a basis for the definition of such common performance characteristics.

In accordance with the EUROCONTROL Regulatory and Advisory Framework (ERAF) which was approved by EUROCONTROL's Permanent Commission in November 2005, the draft EUROCONTROL Specification was submitted for formal consultation, using the mechanisms of the EUROCONTROL Notice of Proposed Rule-Making (ENPRM) process. The formal consultation allowed all States, stakeholders and interested parties to express their formal views on the document.

The comments period of this consultation was effective from 5 June 2007. The period within which comments could be received at EUROCONTROL extended to 5 September 2007, i.e. 3 months from publication.

Consultation package

The consultation package consisted of:

Consultation workshop

Responses were compiled, reviewed and taken into account for the preparation of the revised draft Specification document as well as a summary of the outcome of the consultation. A stakeholder consultation workshop was organised on Wednesday 3 October 2007 to discuss the outcomes of the formal consultation.

Following the formal approval of the Specification by the Director General, EUROCONTROL notified the final Specification document to the Provisional Council.
