Often, safety is taken on board too late, resulting into constraints at the operational level. These constraints are then compensated by rather quick fixes on the operational level.
A systematic approach throughout the entire life cycle of ATM System is needed to manage safety more effectively.

The Safety Management Domain is active in integrating safety into early concept development stages and initiates research on required future safety methodologies such as:
- Safety of new operational concepts
- Safety Fundamentals to bring safety into cost/benefit planning
- Dynamic risk modelling
- Recovery from system failures and human errors
- Integration of Management Systems (IMS)
