This is the EUROCONTROL web site for the Prevention of Runway Incursions.

ICAO
The ICAO secretariat has lent its strong support to this work and urges all states to fully implement
the ICAO provisions relevant to runway safety.

The ICAO definition of a runway incursion is:

"Any occurrence at an aerodrome involving the incorrect presence of an aircraft,vehicle or person on the protected area of a surface designated for the landing and take off of aircraft".

The European Action Plan for the Prevention of Runway Incursions is the result of the combined efforts of organisations representing all areas of aerodrome operations. The recommendations, when implemented, will enhance runway safety by the consistent and harmonised application of existing ICAO provisions, and through suggesting improvement opportunities.

Work continues to develop strategies to better support operational staff on the manoeuvering area. As part of that stakeholder commitment to enhancing the safety of runway operations, a study has been undertaken to explore the introduction of a rumble feature on taxiways leading to the runway.


Pilot Feedback

The idea is to provide a physical warning that a runway is ahead, for both drivers and pilots and all sizes and weights of vehicles and aircraft, subsequently increase situational awareness that a runway is ahead.

This study is to determine the feasibility of implementing such an idea at a small, medium and busy aerodrome. An operational evaluation is underway at Southampton International Airport.

Local Runway Safety Teams

Between 2003 and 2008 more than 100 Local Runway Safety Teams have been established at airports across the ECAC area with the firm support of the Eurocontrol Safety Regulation Commission.

As a consequence of the work of the Local Runway Safety Teams, runway incursions have been effectively mitigated, and in some cases eliminated from hot spots at airports.

It has been shown that through the common efforts of Local Runway Safety Teams the severity of runway incursions can be reduced in less than three years by airports that regularly report and review their safety opportunities.

Following the European Action Plan for the Prevention of Runway Incursions each runway incursion prevention measure introduced is measured and monitored for its effectiveness and its alignment with ICAO provisions by Local Runway Safety Teams.

Aerodrome Operators and Aerodrome Infrastructure

Aerodrome infrastructure has been changed at a number of airports to eliminate runway crossings and or improve navigation on the manoeuvring area. The runway incursion rate at these airports has decreased.

Pilot Training

IFALPA provides training to its member pilots free of charge as preparation for participation in Local Runway Safety Team work.

Joint Manoeuvering Area Training

Making use of lessons learned for joint training, the Eurocontrol Institute of Air Navigation Services provides Aerodrome Resource Management courses (ARM) for Pilots, Manoeuvring Area Drivers and Air Traffic Controllers using real life case studies of past incidents and accidents.
