Three main issues hinder Europe in reducing the rate of runway incursions across the region, they are:
- The potential lack of data and reluctance to share safety information
- The absence of a harmonised and consistent approach for analysing Runway Incursions
- The difficulty to understand causal and contributory factors

The solutions to ease the situation are to be found in the facility to confidently establish the size of the problem e.g.
- The potential lack of data and reluctance to share safety information

Not enough reports being made due to judicial and cultural barriers
Establish a no blame culture and make reporting easy for Air Traffic Controllers, Pilots and Airside Vehicle Drivers.
- The absence of a harmonised and consistent approach for analysing the data

The 14 different definitions of a runway incursion are now superseded by one ICAO definition applicable globally.
"Any occurrence at an aerodrome involving the incorrect presence of an aircraft, vehicle or person on the protected area of a surface designated for the landing and take off of aircraft".
A global approach to severity classification will be the next deliverable.

Incomplete reports with insufficient information and difficulties to compare causal and contributory factors
Increasing awareness of the importance of reporting and using a revised global taxonomy that will support both the reporter and the analyst.

From the Central Flow Management Unit data for 2005 we know that there were in excess of 15 million air traffic movements in the ECAC region. In 2005 there were more than 600 runway incursions reported. This means that there were two incursions every day and one serious incursion every 14 days.

Factors contributing to runway incursions are shown in figure 2. The most urgent items for action were identified as:
- non ICAO compliant signs, lights and markings;
- non ICAO compliant use of RTF phraseologies;
- aerodrome layout;
- language proficiency.
