The European Action Plan for the Prevention of Runway Incursions
 
This action plan is the result of the combined efforts of organisations representing all areas of aerodrome operations that are totally committed to enhancing the safety of runway operations by advocating the implementation of the recommendations that it contains in the ECAC area. The ICAO secretariat has lent its strong support to the work of this group and urges all States to fully implement the ICAO provisions relevant to runway safety.

While recognition is given to those organisations that have already completed a lot of this work, a few words of guidance are offered to those organisations that are just getting started.

It is intended that implementation of the recommendations contained in the European Action Plan for the prevention of Runway Incursions will be led by the Regulator and, engaged in by operational staff via Local Runway Safety Teams. This approach is described in Note to the Regulators.

EUROCONTROL European Convergence and Implementation Plan objective, AOPO3 relates to this Action Plan.

European Convergence and Implementation Plan (ECIP) implementation objectives are descriptions of the implementation actions needed to apply operational improvements to the European ATM system.

AOP 03 contains Stakeholder Lines of Actions (SLoA), describing the individual skateholder groups involved and what they have to do to help realise the objective and by when. collectively, the ECIP objectives constitue the medium-term implementation plan for the ECAC States.
