Ground/Ground Negotiation

The PHARE concept relied heavily on the use of trajectories for the management of air traffic within a sector and for the communication of flight data between sectors and between sectors and the aircraft.

Novel techniques were derived for these tasks. A Negotiation Manager (NM) tool was developed to handle trajectory passing between the ground sectors and between the ground and the aircraft.

This provided the capability to co-ordinate the aircraft profile between sectors rather than just cleared levels. The implications of this were not well understood largely because they were not compatible with the prevailing methods of control, i.e. with Letters of Agreement (LOAs) for sector transfer etc.

Accordingly the philosophy of the NM has not been pursued. It is considered that the concepts behind the tool will be beneficial for future studies involving trajectory negotiation.
A major proportion of controller workload is made up of co-ordination with the controllers of adjacent sectors. This workload consists of identifying changes caused in the adjacent sectors by the amendments made in the controller’s sector and also in assessment of changes proposed by the adjacent sector controllers. The PHARE Negotiation Manager aimed to provide automated support for this process by identifying those proposed trajectory updates that would either cause a conflict or which would cause significant changes in the adjacent sectors.

By handling these trajectory negotiations automatically the Negotiation Manager reduces the need for controller communications between sectors. Instead of telephone conversations the Negotiation Manager will be capable of generating sufficient information automatically about these communications activities such that controller displays can be accurately maintained to reflect them.

The specific points of ground/ground negotiation that the PHARE Negotiation Manager attempted to address are:
  • automation of the process of communicating trajectory information.
  • ensuring that trajectory update requests are handled in an orderly fashion.
  • ensuring that a co-ordination process is instigated where necessary.
  • ensuring that forced trajectory updates can be made when necessary.
  • allowing repeated what-if style checks to be made on proposed trajectory updates.
