Managing operations safely

Every two years, EUROCONTROL organises the CEOs’ Safety Conference, in the ES² Programme (Experience Sharing to Enhance Safety) context.

This year, the Conference - entitled “Managing safely the Boundaries of Operations” - is kindly being hosted by CROCONTROL, the Croatian ANSP. It will take place in Split on 11 June 2015; the 11th meeting of the Safety Team precedes it on 10 June.

The ability to draw people together to think about and discuss the safety challenges we are all facing is one of the Network Manager’s key strengths. The biennial ANSP CEOs’ Safety Conference is a central pillar of the ES² Programme; it helps to provide the strategic direction that cements our collective view of, and approaches to, safety while aiming at sustainable business growth.

On 1 January this year, we entered the EU Performance Scheme’s Reference Period 2 (RP2), which will run until the end of 2019. Our business is now driven by performance.

We deal with competing forces to drive down costs, improve efficiency, provide more capacity - and maintain the highest possible safety levels in our daily operations.

How are we going to continue to balance safety and other performance requirements when our systems already operate at full capacity?

The challenge facing us is formidable, but not insurmountable. Safety systems thinking gives us a new opportunity to maintain safety levels that support efficient ATM businesses.

There is an old saying that ‘success breeds success’. In our world this should mean that we have to build on the things that we are good at and improve our resilience: these are the key foundations for future success.
