LSSIP kicks off again in 2016
The annual LSSIP event presents national stakeholders with any new implementation objectives, as well as any substantial changes to previously agreed objectives, the lessons learned from the last LSSIP cycle together with the ensuing changes to the ESSIP/LSSIP process, and the potential impact of other deployment initiatives on this process.
This year’s LSSIP (Local Single Sky Implementation) kick-off event took place on 11 and 12 October 2016 at EUROCONTROL in Brussels; once again, the importance which national stakeholders attach to their involvement in the reporting of ATM implementation progress and plans through the LSSIP process was reflected in strong attendance from across the ECAC area.
The main issue raised at last year’s event, namely the danger of duplicate reporting of implementation data, has seen EUROCONTROL, the SESAR Joint Undertaking (SJU) and the SESAR Deployment Manager (SDM) working together on this, as well as on ensuring that sufficient information is available for the ATM Master Plan (MP) Level 3 Implementation Report (also known as the ESSIP, European Single Sky Implementation report), the (national) LSSIP documents, and the ICAO Aviation System Block Upgrade (ASBU) Monitoring Report.
To ensure harmonisation between the MP and the ICAO Global Air Navigation Plan (GANP), EUROCONTROL has been working with ICAO’s Regional Office to ensure the LSSIP is the tool for collecting ASBU information as well.
The kick-off event saw the popular breakout session concept this year address practical aspects of LSSIP reporting, examining how LSSIP is used among stakeholders, and reflecting on the best way to report on implementation data. Participants examined a new monitoring methodology proposed by EUROCONTROL, and discussed possible improvements of LSSIP tools over the next three to five years
Participants praised the event for showcasing progress made, enabling a fruitful exchange of views on how best to manage certain LSSIP processes; and showing what can be done in terms of fulfilling the requirements for monitoring ASBU implementation in ICAO/EUR.

The Local Single Sky Implementation documents (LSSIPs) are an integral part of the ESSIP/LSSIP mechanism. They constitute a short/medium-term implementation plan containing the ECAC States’ actions to achieve the Implementation Objectives set out in the ATM Mster Plan Level 3 in order to improve the performance of their national ATM systems.
