Current situation (as of AUGUST 2010)

Mode S Ground Infrastructure

The initial implementation phase of 16 Mode S radars in Eastern part of France will be completed in 2010. In 2009 DSNA decided to extend the Mode S programme to include the 9 MSSR stations situated within the Western part of France.

Aircraft flying under IFR within the flight information regions of mainland France must be Mode S ELS compliant.

Within the designated airspace notified by France, flights as GAT under IFR by fixed wing aircraft that have a maximum take-off mass greater than 5,700 kg or a maximum cruising true airspeed in excess of 250 kt, must be Mode S EHS compliant (see Exemptions below).

Exemptions

For flights that cannot comply with the requirements for Mode S EHS, temporary exemptions may be granted by the French CAA (see contact details below) for the purposes of conducting non-revenue generating test, maintenance and delivery flights.

Mode S ELS/EHS - Operational Introduction

ELS operations are now underway for city-pair flights from and to Paris (CdG), Strasbourg and Basel aerodromes, and participating aerodromes in Germany. As the Aircraft Identification (ACID) Programme gains momentum towards the initial operating Capability (IoC) date of 9th February 2012, ELS city-pair flights to and from other aerodromes within participating states will commence.
