At the end of the Mode S Transition period for State aircraft (30 Mar 2009) only 49% of the envisaged State aircraft in the ECAC region were equipped.
On request of the State Regulators of the Mode S implementing States to continue the reporting on the progress of the Mode S airborne equipage, the Civil-Military Standing Interface Committee (CMIC/32) decided to support the idea to provide 2 additional annual updates of the Mode S Airborne Equipage Plans i.e. for 2010 & 2011.
The consolidated plans are passed on to the Regulatory Authorities of the Mode S implementing States allowing to monitor the Mode S compliance status and to use them in support of the exemption policy for State aircraft as appropriate.

Up to 31 plans of military aircraft operators have been received from European states, North America and NATO. They show a continued effort to comply with the Mode S requirements.
Almost 6000 military aircraft in ECAC are planned to be equipped with Mode S ELS/EHS compliant transponders.
The graph below shows the expected evolution of the percentage of military aircraft that will be equipped over the coming years (based on the 2011 update).

From 01 Apr 2009 - the end of the transition period for State aircraft - State aircraft operators may need to request dispensations for ELS or EHS for flights of non-compliant State aircraft in notified Mode S airspace. More information is available at the link below.
