The information provided below should allow State aircraft operators to determine more adequately which aircraft in their fleet are liable to ELS airborne equipage requirements based on the intended use of airspace of the Mode S implementing States and whether the flight is operated under OAT or GAT conditions.

Mode S Elementary Surveillance (ELS) |
The transition arrangements for State aircraft for Elementary Surveillance (ELS) specify:
“For all State aircraft flying in Mode S designated airspace, the final date for compliance for the carriage and operation of Mode S Elementary Surveillance airborne equipment is 31 March 2009.”

Application in the Mode S implementing States |
The application of the ELS equipage requirements for Mode S Elementary Surveillance (ELS) for State aircraft operating in the airspace of the Mode S implementing States is shown in the table below.
It specifies if the requirements are applicable only for State aircraft flying as GAT or apply as well to State aircraft operated as OAT.
The information is provided by the Regulatory Authorities of the Mode S implementing States.
