Minimum CNS Requirements Supporting OAT Harmonisation

EUROCONTROL Guidelines on Minimum CNS Infrastructure and Avionics Equipage for the Support of OAT Harmonisation

 
The EUROCONTROL Agency, in cooperation with the Stakeholders, is promoting the harmonisation of Operational Air Traffic (OAT) at Pan-European scale to ensure that military operations can be facilitated within the European ATM Network (EATMN). This involves the implementation of an OAT Transit Service (OATTS).

OATTS has to be supported by a seamless and integrated Communications, Navigation and Surveillance (CNS) infrastructure. Consequently it was found required to support OAT harmonisation efforts with the identification of a set of common CNS infrastructure elements that could sustain military operations.

It was against this background that the document “EUROCONTROL Guidelines on Minimum CNS Infrastructure and Avionics Equipage for the Support of OAT Harmonisation, Edition 2.0 dated 17th March 2008” was developed, endorsed by the Civil-Military Interface Standing Committee (CMIC) and signed by the Director General of EUROCONTROL.

This document contains guidance material to be used by ATM and CNS planners and procurement agencies when converging to a minimum set of ground-based and airborne CNS requirements that will support harmonised OAT operations in a flexible way and optimising the use of existing resources.

The minimum common requirements now identified are an initial basis to migrate towards the required levels of civil-military interoperability, adhere to performance-based principles and seek a medium to longer term convergence with the SESAR technology solutions.

During the SESAR Development Phase activities it is expected that more extensive guidance in terms of civil-military interoperability is made available.
