Civil-Military ATM Performance Framework |
Performance will be the driver of the future ATM System.
Different Key Performance Areas (KPA) and Indicators (KPI) are being developed in the framework of the SES, SESAR and DMEAN. DSS/CM assists the civil and military stakeholders to align its performance framework with ongoing activities, such as SESAR.
To this end DSS/CM has adopted a Civil-Military ATM Performance Taxonomy. The objective of the taxonomy is to facilitate the civil-military performance measuring - a requirement within the future European performance scheme. It should enhance civil-military cooperation and coordination through the development of the civil-military and military performance framework addressing all areas and indicators where civil-military cooperation can be improved.
The consultation process with nations and other EUROCONTROL stakeholders is ongoing. The set of civil/military KPIs have been identified so far.

Pan-European Repository of Information Supporting Military Key Performance Indicators (PRISMIL) |
An assessment of the performance of FUA operations is mandatory for the Member States. In addition, they have to archive data on requests, allocations and actual uses of airspace structures. PRISMIL provides the means to do so. Launched in 2006, the PRISMIL programme aims to enable harmonised automated data collection in support of military Key Performance Indicators (KPI). PRISMIL develops a single source of comprehensive and integrated high-quality information on military utilisation of airspace within Europe.
The Business Intelligence solution facilitates, in a user-friendly way, the performance measurement, monitoring, analysis, benchmarking, reporting and review at national, FAB- or pan-European levels. The data and the applications supporting ATM performance monitoring and analysis can be accessed by service providers, airspace users, planners and designers, whether front-line operators or top managers. A performance dashboard allows users to personalise the lay-out in accordance with their individual needs.
PRISMIL is one system to fit everyone. It uses existing national systems to collect and integrate performance data. As a consequence, there is no additional cost for the stakeholders.
The main functions of PRISMIL are:
- Personalisation of the presentation of KPIs in accordance with stakeholder needs and requirements;
- Pre-configured and ad-hoc personalised reporting;
- On-line validation of national reports prior to publication;
- Data querying;
- ATM performance knowledge management.

Local And Regional Airspace Management System LARA |
The LARA program is a EUROCONTROL program which aims at delivering software, technical documents and a deployment service to support airspace management at State and/or FAB level.
The implementation of LARA will offer the States the opportunity to enhance CIV-MIL ATM performance and, at the same time, enable compliance with articles 5.3 and 6.2 of Commission Regulation (EC) No 2150/2005 laying down common rules for the Flexible Use of Airspace (FUA).
