Why do we need ATM Security? |
The terrorist attack on the twin towers of the World Trade Center on the 9th of September 2001 taught the world a lesson : an attack on aviation can, in addition to the direct human and material impact, result in extremely negative societal and economic consequences on a global scale.
This realisation prompted EUROCONTROL to look at how European Air Transport could be appropriately protected, and, as a result, the discipline of Air Traffic Management (ATM) Security was born with EUROCONTROL, ECAC, ICAO and the European Commission working together to identify guidelines and regulations. The responsibility for ATM Security in EUROCONTROL lies with the ATM Security unit in the civil-military ATM Coordination Division (DSS/CM).

What happens if we do not have ATM Security? |
A security incident, of terrorist or other origin, may result in an unwanted impact on the provision of air navigation services, on the availability of ATM/CNS infrastucture or on the confidentiality, integrity and authenticity of data. It can thus lead to the safety of the ATM system being compromised.
ATM assets include physical structures, operational data, ICT systems and personnel. Future operational concepts (i.e. SESAR) will increasingly rely on information sharing and the utilisation of new technologies. The protection of the ATM assets enabling the level of integration and interoperability required under future operational concepts is therefore vital.

ATM Security is major component of Aviation Security (AVSEC).
ATM security is concerned with those threats that are aimed at the ATM System directly, such as attacks on ATM assets, or where ATM plays a key role in the prevention of or response to threats aimed at other parts of the aviation system (including national and international high-value assets) and in limiting the effects of such threats on the overall ATM Network.
It comprises two key areas:
- Self protection of the ATM system: this addresses security and resilience of physical infrastructure, personnel, information and communication systems, ATM/CNS infrastructure and networks
- ATM Collaborative Support to civil and military authorities responsible for national security and defence

ATM Security has an interface with Airspace Security revolving around the national security and defence requirements, operational aspects of collaborative support, and technological security and interoperability between civil and military systems.

What has been achieved in ATM Security? |
Important milestones on the road to maturing the field of ATM Security include the following:
- The Airspace Security Action Plan, progressed in the context of the NATO/EUROCONTROL ATM Security Coordinating Group (NEASCOG). Improvements have been made in the areas of threat assessment, early threat detection of possible suspicious flights, incident management, education and awareness. The number of COMLOSS (loss of communications) incidents has thus been reduced by 30% in recent years.
- Air Traffic Management Security guideline documents including training programmes and toolkits developed under the auspices of the EUROCONTROL ATM Security Team which consists of European NSAs and ANSPS.
- Staff in the ATM Security Unit are major contributors to relevant SESAR work packages.
- Support to the development of Security Risk Assessments (ADS/B, PENS, UAS)
- Tailored support to EUROCONTROL Member States, i.e. guidance material for ATM security oversight function, implementation of Security Management Systems.
