The need for system support tools for air traffic controllers has never been greater. The forecast growth in air traffic requires the adoption of new technologies and related procedures enabling the safe and efficient provision of Air Traffic Control service to a larger number of aircraft.
Despite the harmonization required by the EATCHIP Programme, the development and validation of ATC tools across Europe has been fragmented and uncoordinated, leading to a diversity in system development and operational philosophies at both Air Navigation Service Provide (ANSP) and industry level.
The First ATC Support Tools Implementation (FASTI) Programme aims to highlight and promote the need for a co-ordinated implementation and rapid deployment of an initial set of controller support tools across ECAC States by 2012.
The Programme, developed by EUROCONTROL together with ANSPs and Industry representatives, will address short and medium term requirements for ATC tools but will also enable the introduction of further automation in air traffic control in the longer term.

The scope of FASTI Programme encompasses the harmonized implementation of Medium Term Conflict Detection (MTCD) and enablers as Monitoring Aids (MONA) and System Supported Co-ordination (SYSCO) at Air Traffic Control Units comprising upper, lower and en-route operations as well as extended Terminal Area (TMA) operations.

Medium Term Conflict Detection (MTCD) |
Assist the controller in conflict identification and planning tasks by:
- Providing early detection of conflicts
- Facilitating flexible routing
- Identifying aircraft constraining the resolution of a conflict or occupying a flight level requested by another aircraft

Helps controllers to reduce the workload associated with traffic monitoring tasks by:
- Providing warnings if aircraft deviate from a clearance or flight plan and reminders of instructions to be issued
- Provides conformance monitoring triggering trajectory re-calculation essential for the MTCD

System Supported Co-ordination (SYSCO) |
Permit controllers to conduct screen-to-screen co-ordination between adjacent ATSU’s sectors reducing workload associated with co-ordination tasks.
Facilitate early resolution of conflicts through inter sector co-ordination and enables controllers to conduct tactical actions during the co-ordination and transfer of flights between different ATSUs.

Civil-Military Environment |
FASTI tools support detection of unwanted intrusion of segregated areas as well as civil-military co-ordination.
In principle, where dual ATC service is provided by civil and military ATSUs in the same airspace each ATSU would be expected to have equivalent capabilities to ensure the safe and expeditious handling of traffic.
Where civil and military ATC services are integrated then Operational Air Traffic (OAT) and General Air Traffic (GAT) trajectories would be expected to be integrated in the same ATC system.
