Upon request, DSS/CM provides support to military and civil national authorities on all ATM and CNS matters, with special focus on the Single European Sky. Here are some examples:
- Support to regulatory harmonisation with regard to the Single European Sky (SES), EUROCONTROL Safety Regulatory Requirement (ESARR) and Operational Air Traffic (OAT)
- Specific support with regard to studies at the national level, e.g. on the voluntary implementation of EC regulations by military
- Conformance analysis with regard to SES requirements

SES Implementation by the Military |
The Single European Sky (SES) legislation applies specifically to General Air Traffic and does not cover military operations and training but, where military entities provide services primarily to GAT, some rules and regulations must be applied. While military authorities are not obliged to comply with or implement all SES legislation, several States have found benefits in doing so.
In order to provide support to its stakeholders, EUROCONTROL has issued a guideline
document (the so-called SESIM Guidelines) which includes an overview of the SES legislation relevant to military stakeholders. The document identifies the potential benefits of implementation and offers generic guidance for national military administrations who would like to implement SES legislation, either fully or in part, together with an estimate of the likely effort required.
It is acknowledged that any decision to implement SES by military authorities remains a State decision and, in accordance with the EUROCONTROL Regulatory and Advisory Framework, the guidelines are voluntary and are not binding on States, but are developed “as contributing to the establishment and operation of safe and efficient systems and services related to ATM in the EUROCONTROL Member States.
The guideline document provides practical advice on implementation, including examples of how to establish a supervisory authority for military ATM and compliance with the common requirements, possibly leading to certification of military ANSPs. It details how military ATCOs might be licensed, especially where they control GAT, and includes measures to address the interoperability Regulation. Further annexes detail the various approaches taken by military authorities in France, Italy and the UK.
