Local And sub-Regional Airspace Management support system (LARA)

The LARA program is a EUROCONTROL program which aims at delivering software, technical documents and a deployment service to support airspace management at State and/or FAB level.
The implementation of LARA will offer the States the opportunity to enhance CIV-MIL ATM performance and, at the same time, enable compliance with articles 5.3 and 6.2 of Commission Regulation (EC) No 2150/2005 laying down common rules for the Flexible Use of Airspace (FUA).

LARA Concept & Characteristics

A DSS/CM expert team and a group of national experts have jointly defined the operational concept and requirements to be considered when developing LARA. The phased development consisted in different prototypes whose experimental deployments provided valuable feedback. The result is a multi-functional system supporting airspace planning and allocation, CIV – MIL coordination, common situational awareness and collection of statistical ASM data.

LARA Architecture and Design

The architecture and design of LARA are flexible enough to support the following implementation steps:

Using the planning part:
  • as an on-line military airspace planning tool deployed in the responsible military ASM authority agency and in all concerned military entities
  • as stand-alone support system for AMCs (bringing automation)
  • or linked, as CIV-MIL ASM coordination tool at the strategic and pre-tactical levels (FUA level 2)
Using the planning and airspace status part:
  • as CIV-MIL ASM coordination tool at the tactical level (FUA level 3)
  • as coordination tool to notify all civil and military partners of the current airspace status ensuring common situational awareness
Using the stored data for statistical purposes and KPI’s:
  • as automated feed-in for PRISMIL
  Acrobat PRISMIIL

Summing Up

LARA is intended to provide a cost-effective and flexible solution incorporating operational requirements for all CIV and MIL partners at national and/or FAB levels.
