EUROCONTROL Specification

This document is the EUROCONTROL Specification, developed under the EUROCONTROL Regulatory and Advisory Framework (ERAF), for an initial set of air traffic services supported by air ground data link. The objective is to define a Specification that could be associated with the interoperability implementing rule on Data Link Services developed in accordance with the interoperability Regulation in the framework of the Single European Sky.

Operations

New communication means require new working methods, adapted ATC procedures and an appropriate phraseology. The Programme addresses this area in co-operation with ATM procedures development staff.

ATC Data Link Guidance for Link 2000+ Services

The scope of this document covers the implementation and the use of a number of data link services, derived from the CM and CPDLC applications, defined by the LINK 2000+ Programme as the LINK Baseline. The document is targeted at a readership comprising operational planners and regulators.

The main objective of the document is to use CPDLC in a harmonised way. If required, appropriate local authorities may promulgate further specific conditions for its use.

Flight Crew Data Link Guidance for Link 2000+ Services

This document is targeted at a readership comprising chief flight crews, management flight crews, flight operations and flight crew training staff. Link2000+ Datalink Services in London Area - Simulation Report

In May 2007, NATS held an initial simulation workshop to explore the use of Link2000+ datalink applications within London Area Control Centre (LACC) airspace. This investigated the application of datalink integrated into iFACTS, NATS future Medium Term Conflict Detection (MTCD) toolset.
The conclusions drawn from this initial workshop are that, at this level of maturity, there is unanimous support for the further development of the Datalink concept. The overwhelming response was that, whatever proportion of aircraft were equipped, it is wanted as soon as possible and that any level of equipage, however low, is better than none.

Systems Integration

The ATN fulfils the requirements for a global, reliable and ICAO SARP’s compliant ATS- communication infrastructure. It supports the current ATS air/ground data link communication requirements. It serves the need for a short to medium term solution and provides also a reasonable platform for future extensions. For this reasons it has been proposed as the communication protocol to support LINK 2000+ services.

Different sub-networks can be used, but LINK 2000+ will rely mainly on VHF Data Link Mode 2 which is also foreseen for Airline AOC services. This choice is in line with the EATMP Communications Strategy.

EUR NSAP Address Registry

The purpose of this document is to collect the Context Management application addressing information of the ATS Units involved in the ATN/OSI based Air/Ground Data Link Communications. The ATS units concerned are mainly Area Control Centres (ACCs). This information is requested to be registered within the ATN avionics systems in order to allow the air crew to perform a first LOGON with any of the participating centres.

The document provides additional guidance for the ATN NSAP addresses and contains proposed ATN NSAP addresses for all EUR Air Traffic Control Centres (ACCs) as published by States in ICAO Doc 7910, Chapter 5 [6] or other official documentation.

Generic Requirements for a LINK 2000+ Air/Ground Communications Service Provider (ACSP)

The Link 2000+ Programme has established a number of principles governing the provision of ATN/VDL2 service to ANSPs and participating aircraft. These principles are intended to preserve the necessary freedom for participating aircraft to choose an ACSP in accordance with their policy for use of AOC communication.

LINK 2000+ Network Planning Document

Assessment of VDL Mode-2 airborne co-site interference in Link 2000+ framework

This second version of Eurocontrol investigation into VDL Mode 2 airborne co-site interference issue demonstrates that in a Link2000+ framework, the VDL 2 airborne co-site interference is not affecting voice service, nor affecting the data-link performance. It also shows that these conclusions are extendable to any CPDLC-like application over VDL Mode 2, without specific operational assumptions. The single real impact of airborne co-site interference acting as a slight reduction of the total capacity per channel also is quantified.
