This document is the EUROCONTROL Specification, developed under the EUROCONTROL Regulatory and Advisory Framework (ERAF), for an initial set of air traffic services supported by air ground data link. The objective is to define a Specification that could be associated with the interoperability implementing rule on Data Link Services developed in accordance with the interoperability Regulation in the framework of the Single European Sky.

The scope of this document covers the implementation and the use of a number of data link services, derived from the CM and CPDLC applications, defined by the LINK 2000+ Programme as the LINK Baseline. The document is targeted at a readership comprising operational planners and regulators.

The main objective of the document is to use CPDLC in a harmonised way. If required, appropriate local authorities may promulgate further specific conditions for its use.

This document is targeted at a readership comprising chief flight crews, management flight crews, flight operations and flight crew training staff. It is expected that the information contained in this document will contribute to the preparation of standard operating procedures, flight crew manuals and training material required by those operators of CPDLC equipped aircraft that will fly in
the airspace where data link services are available.

In May 2007, NATS held an initial simulation workshop to explore the use of Link2000+ datalink applications within London Area Control Centre (LACC) airspace. This investigated the application of datalink integrated into iFACTS, NATS future Medium Term Conflict Detection (MTCD) toolset.
The conclusions drawn from this initial workshop are that, at this level of maturity, there is unanimous support for the further development of the Datalink concept. The overwhelming response was that, whatever proportion of aircraft were equipped, it is wanted as soon as possible and that any level of equipage, however low, is better than none.

This document reports on the planning, performance and results of the LINK 000+ Small Scale Real-Time simulation n°2 (from now refered to as LINK 2000+ SSRTS2). The LINK 2000+ SSRTS2 took place at the CRDS between 27th November and 8th December 2006.

This report provides the findings of a simulation aimed at validating the LINK 2000+ ATC procedures, evaluate the use of Data Link concatenated messages and associated procedures.

This report describes a EUROCONTROL real-time simulation study conducted on behalf of the EATMP Link 2000+ Programme. The purpose of this document is to collect the Context Management application addressing information of the ATS Units involved in the ATN/OSI based Air/Ground Data Link Communications. The ATS units concerned are mainly Area Control Centres (ACCs). This information is requested to be registered within the ATN avionics systems in order to allow the air crew to perform a first LOGON with any of the participating centres.

The document provides additional guidance for the ATN NSAP addresses and contains proposed ATN NSAP addresses for all EUR Air Traffic Control Centres (ACCs) as published by States in ICAO Doc 7910, Chapter 5 [6] or other official documentation.

This document provides guidelines for Air Navigation Service Providers (ANSPs) on ATN Upper Layers and CM & CPDLC end-to-end interoperability testing. The document may be used during the validation process of ANSPs LINK2000+ services ground implementation before it is set it in an operational environment.

Disclaimer: This document was prepared by the LINK2000+ Programme and it provides Guidance to Avionics vendors on end to end Interoperability testing of ATN Upper Layers and CM&CPDLC in the validation of their products. This guidance document does not specify or replace any requirements for certification testing required by certification authorities. For official certification requirements/documents vendors should refer directly to their certification authority.

The Link 2000+ Programme has established a number of principles governing the provision of ATN/VDL2 service to ANSPs and participating aircraft. These principles are intended to preserve the necessary freedom for participating aircraft to choose an ACSP in accordance with their policy for use of AOC communication.

This document provides the generic requirements specification for the provision of VDL Mode 2 Service supporting ATC data link services in the context of the Eurocontrol Link2000+ Programme.

The Network Planning Document provides high level guidance on the LINK 2000+ communication infrastructure and network planning for the purpose of supporting the Programme’s design and implementation phases.

This document summarises the established resolutions and proposals for the design of the end-to-end communications infrastructure to be provided in support of the selected LINK 2000+ datalink services. Prime reference is thereby made to the LINK 2000+ baseline documents.

This second version of Eurocontrol investigation into VDL Mode 2 airborne co-site interference issue demonstrates that in a Link2000+ framework, the VDL 2 airborne co-site interference is not affecting voice service, nor affecting the data-link performance. It also shows that these conclusions are extendable to any CPDLC-like application over VDL Mode 2, without specific operational assumptions. The single real impact of airborne co-site interference acting as a slight reduction of the total capacity per channel also is quantified.

The objectives of this document are to:

• Specify and exemplify addressing rules identifying the elements of the ATN Internet, ATN upper layers and ATN applications ;

• Specify and exemplify a naming facility complementing the addressing plan for administration purposes ;

• Provide a list of names and addresses embracing the network elements deployed throughout the LINK 2000+ geographical coverage ; and

• Propose an organisational scheme to administer the LINK 2000+ naming and addressing plan.

The 2nd report of the exemption cell was delivered in Sept 2011 which was passed by the Single Sky Committee on 28/09/11 which resulted in a decision published 09/12/2011.

The EUROCONTROL DLS-Exemption cell made its 1st report to the European Commission in Nov 2010 which resulted in a decision published 20/05/11.

This specification describes the requirements and message formats for the execution of notification, co-ordination
and transfer of communication to flights between air traffic control units by the use of electronic data transfer
between flight data processing systems.

This document is the Pre Implementation Safety Case (PISC) Report for the LINK2000+ Programme and addresses the following:

1. The LINK2000+ Programme which prepares (planning, co-ordination) the implementation of a first set of ‘strategic’ operational ATC air/ground data link services. Only the “pre-implementation” phase is covered in this document. The “post implementation” Safety Case will cover Link2000+ local implementation of data link services, transfer to operation and operation will be performed by the different ATSU (Air Traffic Service Unit).

2. The list of datalink services, the end-to-end system and the operational environment.

This document is both a Safety Case (SC) redaction guide and a Safety Case template aimed at the implementation of Air Ground Data Link (AGDL) system at a local level.

The value of data link services is already being recognised. This report considers the economic benefits of extending the implementation of these services through the imposition of a mandatory Implementing Rule.

This report describes an experiment to gather data in support of the LINK 2000+ Business case associated
with the introduction of datalink communication. The experiment was conducted using a simulation of
a portion of airspace of Reims ACC, Paris ACC and Maastricht UAC.

This document details the results of a Fast Time Simulation using the CAPAN Computer Model conducted in support of a Cost Benefit Analysis for the LINK2000+ Project, with as a main objective an assessment of the benefits in terms of Capacity increase, which could be expected with the introduction of Data Link in Europe.
