Human Performance in CND - Management Changes

HP is in the Performance and Methods Unit (PM) in the CND Centre of Expertise (CoE).
The Performance and Methods Unit is led by Martine Blaize. It consists of four areas - Human Performance, Safety, ATM Security, and Validation Support. It is staffed by specialists within these respective expertise areas who were previously assigned to DAP/SSH (Safety, Security & Human Factors) from HQ, Validation from EEC Bretigny, and IANS Luxembourg.

Management changes in HP
From January 2010, the Human Performance Area (HP) will be managed by Sophie Dusire. Her deputy for the EEC staff is Alexandra Dorbes (Sasha).
Manfred Barbarino has been assigned to lead the SESAR pillar Workpackage 16.
Fidel Chetcuti manages the FEAST Service which has moved out of HP to the ATM network services and support in the Network Development (ND) pillar.

- Mike Nendick has finished his contract with EUROCONTROL and is moving to Sydney, Australia, to take up a consulting role with Leading Edge Safety Systems in February.

FEAST Service News (First European ATCO Selection Test)

The First European Air Traffic Controller Selection Test (FEAST) Service provides a harmonised and cost effective tool to assist ATC recruiters with the critical task of selecting ATC trainees. The aim is to assess the knowledge, skills and abilities of applicants that are necessary for the ATC job to ultimately optimise the success rate during controller training. The tests are made available to accredited users in civil and military Air Navigation Service Providers (ANSPs) within the ECAC area.

FEAST continues to be a well used and supported set of tools. There are now nearly 17.000 candidates in the database with a customer base of 25 ANSPs. During the coming year, several new users are expected to implement and use FEAST. 2009 marked the successful completion of two important performance reports. One is a report on the economic impact of FEAST and the second is a predictive validation study which measures the predictive power of the FEAST tests in selecting the best candidates with the best chance of successfully completing ATC training. Two User Group meetings were held during 2009 in Malmo and in Bucharest

As from 1 January 2010, the FEAST Service has been relocated with the CND Directorate and will now reside in the Network Development pillar as part of the Air Traffic Management Services group. So a figurative goodbye to all our colleagues in the Human Performance COE. Happily, we will still see them every day though.

As from 1 January, Michelle Nilles has joined the FEAST team.

Human Factors Case News

Fabrice Drogoul has taken over HF Case project management from Mike Nendick. Plans for further development in 2010 include the publication of Edition 3 of the HF Case deliverable and the release of a brand new version of the HF Case e-tool (V3) to support the application of the HF Case Process in the field.

The HP team will continue to support ANSPs and other users apply the HF Case process in their projects during 2010. The next HF Case training course at the Institute in Luxembourg is scheduled for May 2010

International Aviation Human Factors Events

Conference: 9th International Symposium of the Australian Aviation Psychology Association

The 9th International Symposium of the Australian Aviation Psychology Association (AAvPA) will be held from the 18th-22nd of April 2010 in Sydney, Australia.

The theme is “Managing Safety – Maximising Performance” and this year the emphasis will be on the practical contributions of human factors to aviation safety. The symposium will showcase recent activities from industry, as well as the latest applied research.

As an established event, the symposium will provide a world-renowned forum for researchers and practitioners in a range of high-risk industries to share new approaches to the enhancement of safety.
