FEAST (First European Air Traffic Controller Selection Test)

First European ATCO Selection Test (FEAST) Service.

The FEAST Service makes available to civil and military Air Navigation Service Providers (ANSPs) throughout the European Civil Aviation Conference (ECAC) area a management tool for use in the recruitment and selection of trainee Air Traffic Control (ATC) candidates. The tool is flexible enough to meet the varied requirements of ANSPs in this European area.

The FEAST test package is a professional state-of-the-art web-based testing tool which improves the quality of selection decision making by ATC recruiters. FEAST also contributes to the cost efficiency of the overall recruitment and selection process and to the goal of reducing the costs associated with failure of ATC trainees. The test package is provided as part of the FEAST Service.

Job applicants take the tests at the premises of accredited FEAST Users. All job applicant data and test results are kept securely and confidentially and are accessed and used only by the ANSP to whom they belong. Users are given full training and familiarisation before they are accredited to use the tool.

The FEAST Service is currently used by 24 European (both civil and military) ANSPs and this number is expected to increase further during 2009. During 2008 some 3000 candidates have completed the FEAST selection tests.

FEAST Service Provision

FEAST is managed and supported by the FEAST Service Team within the Performance and Methods Centre of Expertise of CND (Cooperative Network Design) in EUROCONTROL.

The main FEAST Service activities focus on the provision of:
  • Full User support in the planning, customisation and implementation of FEAST (consultation, co-ordination and technical advice; user and administrator training).
  • A centralised and secure infrastructure managed by EUROCONTROL to provide customer support and maintenance (on-going technical support of the FEAST platform and the FEAST database).
  • A helpdesk constantly available during business hours.
  • User driven enhancement and development of the test package product and service provision (development and integration of new tests, technical and application improvements and changes, and validation of the tests).
  • Sponsorship and facilitation of the FEAST User Group (FUG) comprising recruitment and training managers from the ANSPs that make use of FEAST.

How to use the FEAST Service

Civil and Military ANSPs in the European Civil Aviation Conference (ECAC) area may request to use the FEAST Service and tests at any time. They use the FEAST Service under a Terms of Use Licensing Agreement. Users are responsible for the purchase and maintenance of the internal hardware, software and associated costs required to run FEAST at their own premises. Other than that, there is no charge made for the FEAST Service.

Authorised FEAST Users participate in the activities of the FEAST User Group which meets twice a year. They therefore have a formal means of providing user feedback to the Service Team, to initiate discussion on current recruitment issues and to participate in decisions regarding FEAST. The FUG provides a valuable means of regularly networking with other professionals.
