The EATM SENSE Programme for “Enhancing Human Performance” objective is to develop and implement human performance and training products to enhance the integration of human factors in European ATM.
The implementation of these products aims to meet future safety, efficiency, capacity and economic requirements in line with the EUROCONTROL ATM 2000+ Strategy, the EC Single European Sky Initiative, the SESAR ATM Master Plan, and human factors related European Convergence and Implementation Programme objectives (ECIPs) and the Local Convergence and Implementation Stakeholder Lines of Action (LCIPs).
The SENSE Programme covers ATM training, Human Factors and Human Resources.
The main goals of the SENSE Programme are to:
- Harmonise training by creating training material to support the regulatory framework of ESARRs, the EU ATCO Licensing Directive and the ICAO English Language Proficiency requirements
- Develop guidelines and supporting training material for integrating human factors in Safety Management Systems
- Develop guidance material and tools for ANSPs to manage the impact of operational, organisational and institutional changes on ATM staff, and to proactively manage the related transition phases

There are five SENSE Work Packages (WP):
- WP 1: Creating and applying ATM training material compliant with the ESARRs
- WP 2: Optimising the integration of e-learning
- WP 3: A test of English Language Proficiency for Aeronautical Communication (ELPAC)
- WP 4: Human Factors in Safety Management Systems (HF in SMS)
- WP 5: Operational Transition & Change Methodology

Each work package has an associated key deliverable to be completed during 2007/2008. These are:
- Common Core Content training specifications for ATCOs and ATSEPs
- E-learning guidelines and methodology
- English Language Proficiency test (ELPAC)
- Human Factors in SMS Guidelines & Training Modules
- Change and Transition guidelines, tool repository and user manual
