HP in the Single European Sky ATM Research Programme (SESAR)

SESAR, the ”Single European Sky ATM Research Programme” is a European initiative to define an integrated future ATM system for Europe. The objectives of SESAR are to enhance the capacity of the European aviation system and at the same time enhance safety, reduce costs and reduce environmental impacts.

Our goal is to highlight the human performance aspects for ATM in a series of deliverables supporting the SESAR development. There are three designated SESAR tasks relating to human issues within SESAR Work Package 1.7 (Human Resources) - 1.7.1 (Human Factors Impact), 1.7.2 (Recruitment, Training, Competence and Staffing), and 1.7.3 (Social Factors and Change Management).

The deliverables relating to these tasks follow the D1-D4 milestones contibuting to the creation of the European ATM Masterplan. The SESAR milestones are:

Task 1.7.1 Human Factors Impact

D1 - provides an overview of the current human factors’ contribution to the performance of the aviation industry. It highlights HF contributions to the ATM performance targets, current strengths and weaknesses, and gives an overview of current and planned activities that can be regarded as short term improvementsfor the SESAR definition phase.

D2 - describes the possible role of the human in the future ATM system and provides a high level analysis of the human contribution to the overall performance of the aviation industry expressed in the 11 ICAO Key Performance Areas. Finally it describes a selection of successful current human factors practices that can help to quickly overcome a number of blocking points in the current ATM system

Task 1.7.2 Recruitment, Training, Competence and Staffing

D1 –describes the current situation concerning the recruitment, selection, training, manpower planning and verification of competence of European operational ATM staff. It gives an overview of likely affected groups of staff, relevant regulations, and ongoing activities in the field.

Task 1.7.3 Social Factors and Change Management

D1 –provides an overview of the current situation for social factors contribution to the performance of the aviation industry. It contains a detailed analysis of the Social Dialogue process and framework for European Civil Aviation, including the existing legislative context, the social partner network and arrangements as well as main results of the Social Dialogue at the European level. The document describes current improvement actions and activities in related areas especially for addressing change and managing transition in ATM.

D2 - provides a long term vision of how social factors should be managed in the future European ATM Network.. It shows how an effective and commonly accepted Change & Transition Process will contribute to the success of the SESAR Development and Deployment Phase.

Summary

The activities of Work Package 1.7 (Human Resources) have focused attention on the Human Resources and Human Factors implications in the development process and for the need to manage them actively and early in the process.
