The EATM Human Factors Domain consists of a group of Human Factors and Human Resources experts, and ATM operational experts based in EUROCONTROL headquarters in Brussels. They work closely with the Training and Harmonisation Unit (TDH) in Luxembourg, and the Human Factors teams at the EUROCONTROL Experimental Centre (ECC) at Bretigny in France and the CEATS Research Centre (CRDS) at Budapest in Hungary.

Our role is to enable the achievement of effective human performance in Air Traffic Management (ATM) now and in the future. We work in partnership with Air Navigation Service Providers (ANSPs) and colleagues in European Air Traffic Management (EATM) to foster the evolution of ATM that meets the increasing demand for safe and efficient air travel.
We aim to bring added value to EATM by:
- Helping to reduce the human contribution to ATM safety occurrences
- Promoting effective and cost-efficient staffing, recruitment, training, certification, and licensing of ATM operational staff
- Ensuring the usability of new ATM procedures and technology
- Reducing resistance to operational change and transition
- Providing medium and long-term concepts and plans for human performance aspects in ATM
- Progressing user-driven and applied R&D for human performance in ATM.

The Human Factors Domain workareas include:
- Developing and updating the domain strategy, roadmap and policies
- Raising awareness and communicating the value of domain products
- Initiating, monitoring assessing HF related R&D projects and activities
- Supporting other EATM activity areas to support the integration of HF in EATM
- Maintaining and updating existing domain deliverables and providing user support
- Providing technical expertise and implementation support for the EC Directive for ATCO licensing and Common Requirements
- Providing managerial and technical expertise for SESAR.
