What is FASTI?

FASTI Objective

The objective of the EUROCONTROL First Air Traffic Control (ATC) Support Tools Implementation (FASTI) Programme is co-ordinating the implementation and rapid deployment of controller support tools in a harmonised manner across ECAC by 2012. The Programme addresses short and medium term requirements but will also enable the introduction of further automation in ATC in the longer term.

The Mode S, LINK 2000+ and CASCADE programmes deliver improvements in the availability and exchange of air-ground communications and surveillance. FASTI will complement these programmes by bringing controllers operational improvements to achieve their tasks of conflict detection, planning, co-ordination and monitoring through automated support.

The controller tools proposed by FASTI will enable both capacity and safety benefits. The principle benefit will be a reduction in, and a more even distribution of, controller workload per aircraft. This will lead to increased sector, and overall ATM network, capacity. Early, more reliable and accurate conflict detection, better decision support and fewer controller tactical interventions will provide the safety benefit.

The Scope of FASTI

The FASTI Programme scope is the implementation of:
  • Conflict Detection Tools (CDT e.g. MTCD and Tactical Support)
  • Monitoring Aids (MONA)
  • System supported co-ordination (SYSCO).
Accurate Trajectory Prediction (TP) and a Human Machine Interface (HMI) that makes it easy to interact with the tools and update flight data are critical to the performance and use of FASTI tools.

To realise the benefits from these tools will require a FASTI Operational concept which is founded on the principle of using technology for proactive planning and achieving conflict-free trajectories, for up to 30 minutes ahead, to increase the sector team efficiency.

FASTI Concept

  1. FASTI promotes a trajectory-orientated approach to planning and co-ordinating across sector boundaries.
  2. FASTI promotes a formal distribution of tasks where roles and working methods are defined for each member of the team, and adapted to each environment.
  3. FASTI considers the system as a member of the sector team; tools are integrated into the decision-making process.
  4. FASTI permits a gradual removal of procedural constraints such as defined by the Flight Level Allocation Schemes (FLAS), sector-avoidance procedures, LoAs, etc

The FASTI implementation strategy is based on a dual top down, bottom up approach.

The top down approach ensures that FASTI is performance driven. During pre-implementation target performance levels have been agreed with Stakeholders.

Implementation at any particular Area Control Centre (ACC) must be viewed in the context of the overall ATM Network. Therefore it is important that adjacent ACCs have similar performance targets to avoid the common interface becoming a bottleneck. Also, to achieve full benefit from the implementation of controller tools and system support the procedures and operational practices at the interface should be harmonised.

The bottom up approach is fulfilling the identified need to “fill the gaps”. There is a need to address missing work to ensure successful pan-European FASTI implementation. Examples of these gaps are:
  • Concepts of Operations
  • Operational requirements
  • Performance requirements for tools and enablers
  • New ATC procedures and practices

KPAs & KPIs

Key Performance Areas (KPAs) have been developed by the FASTI programme and can be selected as appropriate by the ANSPs according to the ATM environment, ANSP business strategy and priorities from which tangible operational improvements can be derived.
