Co-ordination and Implementation Support |

FASTI is providing implementation support to Air Navigation Service Providers, ATC regulators and the ATM industry in the form of implementation planning, validated operational concepts, operational requirements, safety requirements, implementation guidance material, preparation of regulations and ATC procedures. This will ensure a harmonised and a more expeditious deployment of system support tool for controllers.
FASTI will also aim to establish appropriate system support capabilities and performance levels across the European ATM network. As such, it represents an enabler for the future implementation of further automated support to ATC currently under deployment.

The programme relies on the active support and involvement of :
- ANSP's and in particular air traffic controllers
- Airspace Users
- ATC Regulatory Authorities
- Industry
- European Commission - Single European Sky (SES)

- Assess the need for the FASTI tools, identify gaps and suggest improvements.
- Provide tailored support to an ANSP in defining the FASTI tools requirements/ specifications and in the deployment of FASTItools into operations.
- Review progress and report on progress made.
- Capture lessons learned.

A flexible process has been designed to provide FASTI Support for local FASTI Implementations. The process focuses on an integrated approach and working in partnership with the ANSP, Supply Industry and Regulator.
The FASTI team has provided support to around 10 ANSPs over the last few years. Some are termed ‘Pioneers’ as they already have some of the FASTI tools although in some cases these tools are not fully utilised. Others are termed ‘Newcomers’ as they are either acquiring new systems/major upgrades which will include the FASTI tools or have not been involved in the FASTI Programme to date.

The second comprehensive view of ANSPs Implementation status and plans for FASTI with the findings based on the results provided by 36 ANSPs in September and October 2010.
It builds on the 2009 results to provide a clear picture of progress towards the 2013 deadline, identifying the support required from the FASTI Programme over the next year.
Insights are provided on factors influencing the implementation of FASTI tools, transition outcomes and critical success factors for supply industry. A number of conclusions and recommendations are highlighted to achieve FASTI tools implementation by 2013.

The first comprehensive view of ANSPs Implementation status and plans for FASTI with the findings based on the results of a survey of 36 ANSPs in September and October 2009.
With SESAR requiring FASTI to deliver part of the baseline for the Future Concept by 2013 this plan comes as a timely reminder of the challenge ahead.
The survey will be repeated annually to monitor progress as the deadline approaches.

The FASTI Implementation Support Process is provided by a multi-disciplinary team and promotes a partnership by sharing knowledge.
It is aimed at helping an ANSP implementing FASTI tools to:

- Know why you want the FASTI tools: what are the objectives and expected benefits you wish to achieve with the FASTI tools?
- Know where the FASTI tools will be used: The airspace environment needs to suit the FASTI tools. Should the FASTI tools be tuned to the airspace environment or should the airspace environment be tuned to the FASTI tools?
- Know how the FASTI tools will be used: The FASTI tools will impact on how the controller team will work and provide opportunity for new ways of working to deliver the benefits. Do you have a local FASTI Operational Concept to understand how the tools are going to used by the controller team?
- Know how to achieve reliable and effective FASTI tools: The FASTI tools are required to be tuned to the local environment and need to be reliable and effective.
- Know that the FASTI tools are safe for operational use: To implement the FASTI tools in your environment requires a Safety Case to demonstrate operational safety and provide a basis for licensing and auditing by national safety regulators.

Safety & Regulatory Requirements |
Safety requirements will be derived from a FASTI Safety Assessment. The Safety Assessment will encompass the scope of the FASTI programme and will be targeted at Safety Regulation Commission (SRC) review and recognition.
