First ATC Support Tools Implementation (FASTI) Validation Plan

FASTI Implementation and Support Plan 2009

The FASTI Implementation and Support Plan has been developed to answer the following questions:

· Where are we today?
· Will deployment be completed by 2013? (the end of the IP1 timeframe)
· Where does the FASTI Programme need to focus its resources?

An online survey was carried out in September/October 2009 which addressed the current and planned implementation status of FASTI in Europe. Data was collected from 36 ANSPs representing 65 ACCs.

FASTI ATC Manual - Guidelines for FASTI Tools Implementation

The FASTI objective is to coordinate the implementation and deployment of controller system support and tools, as required, across ECAC by 2012 in a harmonised way. The FASTI ATC Manual is provided as a guideline for ANSPs, ATM related industry (system providers) and regulators, for the implementation of MTCD, MONA and SYSCO in a coordinated way ensuring common operating procedures and interoperability between ATC centres within the ECAC area.

FASTI Operational Concept

Conflict Detection Tools Impact on Controller Taskload - Fast time study

The fast time simulation reported in this document aims at assessing the potential benefits of conflict detection tools (MTCD, TCT) for planning and tactical use by the controllers. The study is focused on i) the investigation of taskload reduction and taskload re-allocation aspects and ii) the evaluation of the ratio between controller taskload reduction and accuracy of MTCD/TCT tools.

The results may feed subsequent real time simulations and may provide inputs to a business case study

Cognitive Task Analysis

This document presents a Cognitive Task Analysis (CTA) for First Air Traffic Control Support Tools Implementation (FASTI). This CTA describes how ATC tasks will change following the implementation of FASTI tools (i.e., MTCD, MONA, and SYSCO) and identifies the mental demands associated with these tasks.

Based on the CTA, the report identifies the Human Performance benefits and issues associated with FASTI, and makes recommendations to address these issues. These recommendations refer to training, the human machine interface, working methods, and allocation of tasks / functions.

The CTA will be of value to project teams involved in the implementation of FASTI-like support tools, in particular to Human Factors experts and training experts.

Safety and Regulatory Requirements

Completing the FASTI Safety Case: Guidance for Service Providers

EUROCONTROL’s role is to coordinate, harmonise and expedite the uptake of the FASTI system. ANSPs, supported by industry, will be responsible for implementing operational systems. EUROCONTROL has developed a Preliminary Safety Case (PSC) comprising an argument and evidence that the concept and high level design of FASTI (so far as these have been proposed by EUROCONTROL) could be safely put into operation. Each ANSP will need to undertake more detailed definition and design, taking account of their specific operational context and needs, and then carry out implementation, transition and operation. In parallel with this, ANSPs will need to develop the PSC into a full Safety Case, demonstrating operational safety, and providing a basis for licensing and auditing by national safety regulators. This document contains guidance to assist ANSPs in adapting and extending the PSC to produce a full Safety Case for their own implementations of FASTI.

FASTI Preliminary Safety Case

This document is a Preliminary Safety Case (PSC) for the FASTI tools and their associated human and procedural elements. It comprises a structured Argument and Evidence, showing that the FASTI concepts and high-level design as proposed by EUROCONTROL can be made acceptably safe for use in the proposed operational context.

A number of Safety Issues remain to be addressed before this claim can be fully substantiated and the PSC finalised. The main needs are to ensure that adequate ANSP input is obtained, and that appropriate simulations are carried out.

This PSC identifies key areas in which ANSPs will need to review or develop the Arguments and Evidence in parallel with their evolving designs and plans for implementation.
