ETS support facility and EU Trading Scheme
In coordination with the Competent Authorities (CAs) of the European Union (EU) Member States, EUROCONTROL has developed and established a central Emission Trading Scheme Support Facility (ETS SF).
Support provided by the ETS Support Facility
For the Competent Authorities
The Support Facility gives relevant information and data on ETS so as to help CAs meet their regulatory obligations for EU ETS.
The Support Facility is available online permanently for EU States.
For Aircraft Operators
On request from the EU States Competent Authorities, and as approved by EUROCONTROL’s Permanent Commission through Directive 11-75 dated 4 February 2011, EUROCONTROL has extended its ETS support to Aircraft Operators (AOs) covered by the EU ETS.
The support consists of a draft Annual Emissions Report (AER) and associated flight data information provided by email.
This information may be of interest to AOs (both small emitters or larger operators), verifiers mandated to verify AOs’ annual emissions or tonne-kilometre reporting and service companies acting on behalf of AOs.
The 2017 Draft Annual Emissions Report (AER) is now available.
The amended report includes aviation emissions data relating to the reduced scope of the EU ETS up to May 2017. These data are updated regularly, bringing you the latest available information with each download of the report (late billing or credit for Route Charges, for example). Access the Support Facility to obtain the draft.
Reporting in accordance with art. 28a.6 of Regulation 421/2014
With Regulation No 421/2014, the Competent European Authorities authorised a simplified ETS reporting process for Aircraft Operators with under 25,000 tonnes of CO2 emitted in the previous year under the full scope of the ETS (all non-exempted flights from and to the European Economic Area).
Art28a.6 in Regulation 421/2014 reads:
“§6. By way of derogation from articles 3g, 12, 15 and 18a, where an aircraft operator has total annual emissions lower than 25 000 tonnes CO2, its emissions shall be considered to be verified emissions if determined by using the small emitters tool approved under Commission Regulation (EU) No 606/2010 (*) and populated by EUROCONTROL with data from its ETS support facility.”
The ETS SF system for AOs includes all the necessary functions for meeting the CAs’ requirements.
This simpler process, i.e. without the individual verification by an accredited verifier of your emissions, is made possible if the AOs uses its AER “populated by EUROCONTROL data from EUROCONTROL ETS Support Facility” without any modification.
The ETS SF for AOs online system now includes all the necessary functions for initiating a submission under Art28a.6.
Any request will be checked by EUROCONTROL to verify the requester’s authority for receiving information about that particular AO. This verification will be carried out with the EU ETS CAs and will be based on information provided in the AO's monitoring plan.
AO must have submitted an ETS Monitoring Plan to its relevant EU Competent Authority before accessing the support function.
However, AOs who have not yet submitted an ETS Monitoring Plan to their EU Competent Authorities will also be able to register. EUROCONTROL will examine their case and see if it will be possible to provide them with EU ETS information; they will be contacted if so.
The Draft Annual Emissions Report (Draft AER) and the Flight Data report will be delivered upon the payment of an annual fee per Aircraft Operator of 400€, payable online (VISA and MASTERCARD accepted) or through a bank transfer.

Some background information about EU Emissions Trading Scheme (EU ETS)
EUROCONTROL has been working closely with the European Commission (EC) and EU States to support the introduction of the aviation element of the EU Emissions Trading Scheme.
Using our expertise, modelling and database capabilities, we provide the EC with:
- information on which the EC bases its annual publication of the list associating aircraft operators with ETS administering States;
- an estimate of the historical aviation emissions for the period 2004-2006, which the EC will take into account when publishing the aviation sector’s emissions cap within the scheme. A number of aircraft operators kindly provided historical fuel burn data to EUROCONTROL on a confidential basis to help us estimate the emissions for the period, and three user associations also kindly provided us with input to a methodology for estimating fuel burn from auxiliary power units.
This work has allowed us to develop a Small Emitters Tool (SET), a simplified fuel consumption estimation tool, that allows aircraft operators to estimate their fuel consumption on a flight by flight basis, and to develop an ETS Support Facility for States’ Competent Authorities, which went live on 15 January 2011.
A support function for aircraft operators is also available from 1 March 2011, namely the ETS Support Facility for Aircraft Operators. Overall, we expect that the facility will save money for both States and users, by reducing the cost of compliance with the legislation.
