Why ESSIP/LSSIP ? |

The new SES / SESAR environment, re-enforcing the implementation of a performance based approach, leads more than ever to the need to apply a combined, unique and coordinated process for European and local implementation planning, monitoring and reporting.
Consultation with Stakeholders in the last couple of years led to the conclusion that the ‘agreed and committed implementation activities’ as described by the SESAR consortium (D5 – Master Plan) should be performed via a ‘renewed ECIP/LCIP process’ to satisfy SES/SESAR requirements.
The renewed process (i.e. the ESSIP/LSSIP process) was adopted by the EUROCONTROL Stakeholder Consultation Group of 15-16 October 2008.
The ESSIP / LSSIP process enables to :

- Link the European implementation plan with the European ATM Master Plan, that is, to decide what is mature for starting the effective implementation by Stakeholders;
- Clarify commitment procedures for all Stakeholders involved to ensure an effective implementation of the first SESAR Implementation Package (IP/1);
- Monitor the planning and implementation of Single Sky Implementation actions required by other Stakeholders than the ‘historical LCIP State Stakeholders’ (Regulator, ANSPs, military authorities and airports) for IP/1 (airspace users,…);
- Clarify links between European implementation decisions and Stakeholders’ Business Plans;
- Monitor European and local performance Key Performance Indicators (KPIs) (FR Art 11.1a);
- Elaborate a regulatory compliance reporting;
- Better integrate all aspects of European planning, monitoring and reporting in one single process that addresses both, to ensure the timely implementation of the European Master Plan and compliance to the SES legislation whilst avoiding a duplication of reporting efforts by States/Stakeholders;
- Close the loop between implementation reporting and implementation planning by building on lessons learnt and agreeing on corrective actions where relevant;
- Develop the adequate interface with the Master Planning Process, including the maintenance of the Master Plan.
