European Safety Programme (ESP) for ATM |

The European Safety Programme (ESP) is a proactive programme and its objective is to continue to focus ATM safety enhancements into areas where the greatest benefit will be obtained. With the demand of the EATM network forecast to double by 2020 (from 2005 levels) it is imperative that the momentum provided by the SSAP to reduce risks and improve the integrity and safety of the network is maintained.
In addition, the emerging requirements of the Single European Sky (SES) and the growing complexity of the EATM system, present further challenges. The ESP addresses all of these issues and will help prepare EATM for the changes that will take place in the structure and administration of European airspace in this decade and the next.

ATM Safety Management Interface between ANSP and NAA/NSA - Study and Selection of Good Practices
A study has been completed at the request of the Safety Team in cooperation with the Safety Regulation Commission, to look at the identified topics.

EVAIR Safety Bulletin n°6
EVAIR Safety Bulletin No 6 analyses the EVAIR safety data for the Summer periods (Apr – Sep) 2008 – 2010. As usual the statistics are based on the ATM/CNS incident reports collected manually from Aircraft Operators (now 70+) and ECAC Air Navigation Service Providers (ANSPs) who voluntarily share this data with us.

EVAIR Safety Bulletin n°4
The statistics in the EVAIR Safety Bulletin No 4 cover the summer periods (April - September) 2006 to 2009. The statistics are based on the ATM/CNS incident reports collected manually and ACAS RAs collected automatically from one Mode-S radar station. The main data providers are commercial airlines and ANSPs providing feedback to airlines’ incident reports and the ACAS RAs from the
Mode-S radar station.

European Safety Programme for ATM 2010-2014 - Programme for a Safe European Sky (ESPplus)
European experience in ATM over the recent past has shown a critical need to maintain a sharp focus on all aspects of ATM safety.
Tragic fatal accidents towards the beginning of the decade led to an overall assessment of safety arrangements at ANSP, State and European levels.
The resulting Strategic Safety Action Plan (SSAP) successfully implemented a large number of short-term improvements, as well as identifying longer-term strategic safety needs which were addressed by the subsequent European Safety Programme (ESP) for
ATM.

A White Paper Resilient Engineering
In January 2007, a project was launched by EUROCONTROL with the aim of understanding the new area of Resilience Engineering and its relevance to Air Traffic Management (ATM). Resilience Engineering is developing important tools and methods for both system developers and people responsible for the maintenance and management of system safety, in a number of industries.
This White Paper provides an overview of the work carried out and seeks to answer the following uestions:
What is Resilience Engineering?
Why do we need it in ATM?
What is the usefulness of performance variability?
What does Resilience Engineering look like in practice?
How does Resilience Engineering fit with other safety methods?
How mature is Resilience Engineering and what is the added value for ATM?

The ESP Focuses on European ATM Safety |
The European Safety Programme for ATM (ESP), launched on 28 February 2006, aims to improve European Air Traffic Management (EATM) safety maturity across the (42) European Civil Aviation Conference (ECAC) States to a common minimum level by December 2009.
Since its launch, the ESP has built on the success of the earlier European Strategic Safety Action Plan (SSAP) and had considerable success in supporting stakeholders.
The ESP is a structured programme covering safety management, safety regulation and some relevant technical areas, which are covered in the following 5 High Priority Activity Fields:

Incident Reporting and Data Sharing -- ESP - High Prioriry Activity Field 2
ESP Implementation Programme recommends to formalise, structure and resource the voluntary incident and risk information process, for the purpose of disseminating it to the widest professional audience and corresponding lessons learnt. This will be based on the approved CESC policy on voluntary safety risk information sharing.
With the objective to improve incident reporting and data sharing, EUROCONTROL issues Early Warning Messages to draw the attention of the ATM Community to emerging safety issues. These Safety Messages are intended to encourage discussion on the prevalence and seriousness of the issue and on the most appropriate reaction to them.
The alerts issued are Early Warning Messages, Safety Reminder Messages and Request for Support Messages. |

ASSIST- Emergency/Unusual Situation Training for ATCOs |

The EUROCONTROL Safety, Security & Human Factors Division has produced a DVD film called “ASSIST”1 about the need to ensure that air traffic controllers are trained and ready to deal with aircraft emergencies and unusual circumstance situations. Although the film may be used as part of ATCO training packages, its prime aim is to promote an ‘auto-examination’ of existing safety practices by European ANSP organisations in the context of ESARR 5 training and competency requirements. Therefore, the film’s content is as relevant to ANSP executives and managers as it is to front-line ATC practitioners.
At the end of the film, viewers should be able to answer the core question, “Are your air traffic controllers adequately prepared to deal with aircraft emergency and unusual circumstances?” And then act accordingly. |
