The early action package attempts to identify the short term, operationally effective and cost-efficient solutions to help reduce both the number and the level of risk associated with airspace infringements caused by General Aviation (GA) aircraft. Incident data from Member states indicate that GA aircraft are indeed involved in the majority of the infringement incidents.
The proposed early actions make use of some “best” practices implemented so far by some European regulators and ANS providers. These include establishment of dedicated Airspace Infringement Working Groups, ATCO briefings at the ATC units, awareness campaign for GA, airspace structure review and others.
The Early Action Package CD has been prepared with the support of the Safety Improvement Sub-Group (SISG) of EUROCONTROL and the assistance of CAA and ANSP experts dealing with the airspace infringement issues.
Besides general aviation issues, the further steps of the initiative will address the entire scope of the problem. A detailed safety study to be launched in the coming weeks aims at analysing the causal factors in sufficient detail, enabling the identification of possible improvement schemes and establishment recommendations for risk reduction.
Once the findings have progressed sufficiently, an industry-wide workshop will be organised to consolidate the knowledge acquired and agree a set of risk-reduction recommendations. Risk reduction will be set out and implemented through a European action plan. As in previous safety improvement initiatives, a dedicated tool-kit may be developed to support implementation of the action plan.
