ESP Implementation Management

ESP Working Arrangements

 
The ESP presents a number of key activity fields to continue the enhancement of European ATM Safety. A mature Project Management Structure has been established to ensure the progress of ESP. The structure consist of an Implementation Coordination Group (ICG), chaired jointly by the Agency and the Safety Regulation Commission (SRC) and a “Thread Leaders” Group, consisting of the Coordinators from each of the Five Activity Fields, chaired by the Programme Manager. It is proposed that this structure will manage and monitor implementation of this follow-up Safety programme.

The ESP Implementation Coordination Group (ICG) consults EUROCONTROL bodies such as the Chief Executives Standing Conference (CESC), the Civil Military Interface Committee (CMIC) and the Stakeholders Consultation Group (SCG) and reports to the SRC and the Safety Team.

Regular progress reports will be made to the EUROCONTROL Provisional Council, ICAO and other bodies for their review. Stakeholders Reports will also be issued at regular intervals.

Close contact will be maintained with all relevant international organisations, Air Navigation Services Providers (ANSPs), airports and airspace users to maintain their commitment and ensure implementation progress.

The system of programme contact points in each state, established during implementation of the SSAP,will be used.

ESP Monitoring Aspects

 
A detailed Implementation Programme has been established to track progress of the ESP. Implementation actions will, wherever possible, be processed through existing reporting mechanisms such as ECIP/LCIP (European Convergence and Implementation Plan), ESIMS (ESARR Implementation Monitoring & Support Programme) and SASI Project (Support to ANSPs for Safety Management System Implementation).

The ATM Safety Maturity Survey, which was completed in 2002 and 2004, will be repeated annually throughout the life of the ESP. The results will provide an independent means to measure the growth in the maturity of ECAC States’ ATM Safety frameworks.
