A number of pan-European ATM implementation programmes that the Agency manages already deal with environmental issues. The most prominent among these are the Dynamic Management of European Airspace Network (DMEAN) and 8.33kHz Vertical Expansion programmes. The Environment Domain and the Society, Environment and Economics (SEE) Research Area are both involved in ensuring that these programmes adequately capture any environmental impact that they may have, and provide advice to the programme managers on environmental issues.

The Environment Domain is preparing what could become EUROCONTROL’s first ever dedicated environmental improvement programme. It will be targeted at airports where the most pressing capacity constraints due to environment arise. Several trial activities are already under way and progress is encouraging. Potential products include a web-based resource for ATM operational stakeholders that may include:
- recommended practice on quantifying effects, evaluating impacts and planning & implementing solutions;
- guidance on how operational stakeholder can collaborate to respond the the environmental challenge;
- an information repository including links to legislation and studies;
- impact significance assessment support;
- economic assessment guidance to help trade-off assessment; and of course,
- advice on ATM techniques to reduce environmental impacts.

In parallel, the Domain is also preparing the launch of a new EUROCONTROL management support facility to provide environmental performance indicators for ATM. Known as PAGODA, this facility uses the air traffic movement information stored in the EATM PRISME Data Warehouse to estimate aircraft fuel burn and emissions over the entire pan-European ATM network. A PAGODA prototype has already been developed and is being successfully used to support the European Commission study into how aviation’s total climate change impact could be incorporated in the existing EU Emissions Trading Scheme.
