PAGODA - ATM Environmental Indicators

EUROCONTROL has prepared a Compendium containing a collection of data to provide a common factual basis for the discussions held at the first meeting of the Aviation Working Group established under the Second European Climate Change Programme (ECCP II).

Flight and operators related statistics are based on the air traffic information received and stored in EUROCONTROL for all IFR flights operated entirely or in part in the area in which EUROCONTROL is responsible for the reception, validation and subsequent distribution of flight plan messages, i.e. the IFPS zone.

CO2 related figures are instead derived from the estimation of fuel burn which EUROCONTROL’s PAGODA prototype environmental cockpit has computed for each of these stored flight. This estimation is made by applying ECAC’s recommended ANCAT 3 methodology, adapted by EUROCONTROL to cater for the wider range of aircraft types operating in the ECAC area compared to the range of aircraft types defined in the ANCAT 3 methodology.

The Compendium covers flights which have departed airports located in the EU25 States or in the EU25 States and the EU Ultra Peripheral Regions (UPR) in 2004. Aggregated statistics are presented on:
  • the flight destination region, further categorised by:
    - the operator nationality region; or
    - the maximum take-off weight ; or
    - the status of the country in which the operator is registered with respect to Kyoto Annex B;

  • the frequency of flights operated by an airline, further categorised by:
    - the operator nationality region and the maximum take-off weight; or
    - the status of the country in which the operator is registered with respect to Kyoto Annex B and the maximum take-off weight;

  • the volume of traffic at European airports.

The conditions allowing exemption from payment of route charges as granted by certain European States and statistics on the volume of flights so exempted in 2004 are also included in the Compendium.

A presentation explaining how to use the information published in the Compendium and providing some overall aggregated statistics is also available.
