The Inclusion of Aviation in the European Union Emissions Trading Scheme (EU ETS) |

From 2012 aviation will be included in the European Union Emissions Trading Scheme (EU ETS). This will have implications for all aircraft operators that fly to or from an aerodrome located in the European Union.

Important Information for aircraft operators with 2010 traffic not yet allocated to an EU ETS Administering Member State |
The following information applies to aircraft operators who expect to:
• have at least 1 flight covered by the ETS Directive in 2010 once all the exemption criteria (a) to (j) of Annex I to the Directive have been applied (i.e. any non-exempt EU 27 flight in 2010)
• Have not yet been formally allocated to an Administering Member State by means of publication on the EU ETS Operator list and
Such operators are kindly invited to submit an EU ETS Fleet List as soon as possible and at the latest by March 15th 2010 .

Support to the EU ETS Competent Authorities |
In co-ordination with the ETS Competent Authorities of the European Union Member States, EUROCONTROL has developed and established a central ETS Support Facility. The Facility will provide ETS relevant information and data in order to assist the ETS Competent Authorities in meeting their regulatory obligations under the EU ETS.
The ETS Support Facility is now available as an on-line permanent support to the EU States' ETS Competent Authorities, following the conclusion of contractual arrangements with EUROCONTROL.

Support to Aircraft Operators |
Upon request from the EU States' ETS Competent Authorities and as approved by EUROCONTROL’s Permanent Commission through Directive 11-75 dated 4 February 2011, EUROCONTROL is also extending this support to those Aircraft Operators covered by the EU ETS.
The support will consist of a draft annual emissions report for 2010 and associated flight data information provided by email.
This information may be of interest and support to Aircraft Operators (both small emitters or larger operators), verifiers mandated to verify an Aircraft Operator’s annual emissions or tonne-kilometre report and service companies acting on behalf of Aircraft operators.
