ETS Distance Validation

As part of an agreement established with the European Commission, EUROCONTROL is hereby making available data which may be used to assist aircraft operators and EU ETS verifiers in the verification of the “kilometre” data of the tonne-kilometre reports that aircraft operators may submit under the EU ETS.

The methodology to be followed to determine the “kilometre” data is defined in section 4.2 of Annex V of the European Commission Decision 2007/589/EC, as amended by Decision 2009/339/EC, see:

Verification of the latitude and longitude coordinates of airports

According to Decision 2009/339/EC, for the calculation of the distance between two aerodromes, the latitude and longitude of the aerodromes shall be taken either from aerodrome location data published in Aeronautical Information Publications (AIP) in compliance to Annex 15 of the Chicago Convention or from a source using such AIP data.

EUROCONTROL is operating since 2004 the European AIS Database (EAD), the world’s largest Aeronautical Information System (AIS), a centralised reference database of quality-assured aeronautical information. The EAD comprises inter alia a database of the latitude and longitude of world-wide airports as published in the relevant AIPs.

This information is available via the SDO Reporting application of the EAD Basic which offers free, fast access to a limited set of EAD functions for the general public, and provides information on the origin, processing and maintenance of that data.

To verify the latitude and longitude coordinates of one or more airports:

1. if not yet registered for the EAD Basic, proceed to the EAD registration link below.

2. if registered, then login to EAD Basic at the log-in link below

3. click in “Enter Applications” on the top of the home page

4. double click “Generate Report” under SDO Reporting

5. search in “Report Name” pane, select the relevant report amongst the “S – Aerodrome / Heliport in …” reports

6. click the “Parameters” button

7. in the “Effective Date tab”, define the date or date range for which you want the data

8. in the “Report Style” tab, select the output style

9. in the “Report Style” tab, select the latitude/longitude format (recommended DDMMSS.ssX with 0 decimals)

10. in the “Advanced Parameters” tab, define the airport(s) for which you wish the information (e.g. leave all empty to obtain all airports for the given region, use ‘%’ as wildcard)

11. click on “OK”

Verification of the calculation of the distance between airport pairs

According to Decision 2009/339/EC, the distance shall be calculated using the formula:

Distance [km] = Great Circle Distance [km] + 95 km

where the Great Circle Distance is defined as the shortest distance between any two points on the surface of the Earth, which shall be approximated using the system referred to in Article 3.7.1.1 of Annex 15 to the Chicago Convention (WGS 84).

Having regard to the fact that several software solutions are available on the market to compute the Great Circle Distance as specified above, EUROCONTROL has established a process to make available every day a set of 4 files containing information for, respectively, 10, 50, 100 or 200 aerodrome pairs which are randomly selected on a daily basis from a reference list containing about 18.000 pairs.

These files are in a flat text format (csv). In these files, each line includes the following data, separated by a tab, for a specific airport pair:

• ICAO 4-letter designator of the first aerodrome

• latitude of the first aerodrome (DDMMSS followed by N or S)

• longitude of the first aerodrome (DDDMMSS followed by E or W)

• ICAO 4-letter designator of the second aerodrome

• latitude of the second aerodrome (DDMMSS followed by N or S)

• longitude of the second aerodrome (DDDMMSS followed by E or W)

• distance between the aerodromes, rounded to the nearest Km (Great Circle Distance + 95 Km, calculated at the level of the earth surface)

The latitude and longitude information of the aerodromes is that available in the EAD for an effective date of 1st of January 2010.

The files can be downloaded and their content used in tools which have been used for preparing the tonne-kilometre reports in order to obtain an indication of the accuracy of the tools’ own method of calculation.
