Frequently Asked Questions: The Inclusion of Aviation in the European Union Emissions Trading Scheme (EU ETS)

From 2012 aviation will be included in the European Union Emissions Trading Scheme (EU ETS). This will have implications for all aircraft operators that fly to or from an aerodrome located in the European Union.

How can I identify my ETS Unique Identifier/CRCO User number?

Your ETS Unique Identifier is the same as your EUROCONTROL Central Route Charges Office (CRCO) user number. The CRCO user number can be identified from the reference number indicated in the upper left box on each Eurocontrol route charges bill

The bill reference number has the following structure: REF: xx/xxxxxx/xx/xxxx/xx
The CRCO user number is composed of 6 numbers and is indicated after the first /

xx/ - XXXXXX - /xx/xxxx/xx
  
 

How to obtain information from or provide information to EUROCONTROL on ETS matters

You may obtain information from or provide information to EUROCONTROL on ETS matters by sending a mail to:

ets.info@eurocontrol.int

The mail subject line must start with the following text:

ETS:[Operator ID]:[Code]#

where:

[Operator ID] is the aircraft operator identification number as published in the list or the user number in EUROCONTROL's Central Route Charges Office (indicated in the invoices) or "n/a" when neither are available.

[Code] is one (and only one) of the following codes used to categorise the your submission:

AOC if you are sending a copy of your Air Operator Certificate;
OPL if you are sending a copy of your Operating Licence
EXA exemption of flights under subparagraph (a) of Annex I to Directive 2003/87/EC;
EXB exemption of flights under subparagraph (b) of Annex I to Directive 2003/87/EC;
EXC exemption of flights under subparagraph (c) of Annex I to Directive 2003/87/EC;
EXD exemption of flights under subparagraph (d) of Annex I to Directive 2003/87/EC;
EXE exemption of flights under subparagraph (e) of Annex I to Directive 2003/87/EC;
EXF exemption of flights under subparagraph (f) of Annex I to Directive 2003/87/EC;
EXG exemption of flights under subparagraph (g) of Annex I to Directive 2003/87/EC;
EXH exemption of flights under subparagraph (h) of Annex I to Directive 2003/87/EC;
EXI exemption of flights under subparagraph (i) of Annex I to Directive 2003/87/EC;
EXJ exemption of flights under subparagraph (j) of Annex I to Directive 2003/87/EC;
XEU if you consider that you have never operated any flight to, from or within the EU
OPN if the operator name as published on the list is not correct
XOP if an operator should NOT be on the list because it does not exist any longer or because it has ceased or suspended its aviation actives in the EU
