ENPRM Regulatory Process phases |

The ENPRM regulatory process is based on the principles outlined in the ATM Strategy for 2000+ and consists of 6 basic phases: Initiation (assessment of regulatory proposals); Drafting; Consultation; Review of Comments; Adoption / Approval and Publication. The process was designed for the development of those rules requiring widespread, public consultation through publication of ENPRMs. However, EUROCONTROL regulatory activities also include the development of other regulatory material not requiring an ENPRM, (e.g. routine regulatory amendments that do not need formal consultation) and extend to monitoring and enforcement of the regulations. All these activities form the overall “EUROCONTROL Regulatory Process”. See the flowchart below for an overview of different phases of the ENPRM Regulatory Process.
