SINGLE EUROPEAN SKY MANDATE ON THE DEVELOPMENT OF STANDARDISED EUROPEAN RULES OF THE AIR (SERA)

ENPRM/10-002: OUTCOME OF THE FORMAL CONSULTATION ON THE DRAFT IMPLEMENTING RULE

In support of the implementation of the single European sky regulations, the European Commission has sent to EUROCONTROL a request for the development of a draft implementing rule on Standardised European Rules of the Air (SERA).

In accordance with the Initial Plan for the SERA mandate, agreed by the Commission and the EUROCONTROL Agency, a draft implementing rule on SERA has been developed in close consultation with stakeholders, and taking into account stakeholder input on all aspects of the SERA requirements as a result of the written informal consultation that took place between 4 December 2009 and 12 January 2010.

The subject of this formal consultation was therefore the draft SES Implementing Rule for the Standardised European Rules of the Air (SERA), the comments period for which was effective from 11 February to 12 April 2010 inclusive.

A Stakeholder Consultation Workshop, presenting the outcomes of the formal consultation took place on 3 June 2010 at EUROCONTROL HQ, Brussels.

Responses were compiled, reviewed and taken into account for the preparation of the Final Report, which includes notably a revised draft implementing rule as well as an impact assessment and a summary of the outcome of the consultation. EUROCONTROL transmitted the Final Report on the mandate developments to the European Commission on 2 July 2010.

SUMMARY OF RESPONSES

The Summary of Responses (SoR) document was produced following the review of all received comments from the formal consultation, which took place between 11 February and 12 April 2010 (ref. CND/CMSE/SESI/SF/ENPRM/10-002 dated 11 February 2010). The SoR describes the general results of the second formal consultation and summarises all of the stakeholders' comments, providing EUROCONTROL's responses to them and the subsequent actions taken.
