The CATS project was selected during the 4th call of the European Commission's 6th Framework Programme (FP6). It started at the end of 2007 and will last for three years.
The strategic objectives addressed through this project are to propose solutions to cope with the traffic growth and to improve the efficiency of the European air transportation system (ATS). Two ACARE/SRA.2’s high-level target concepts (HLTCs), namely "Highly Customer-orientated ATS" and "Highly Time-efficient ATS", are specifically addressed.
The CATS project is based on the "arriving on schedule" concept while improving efficiency and synergy between all ATM actors through the Contract of Objectives.
- CATS contracts will provide well-defined objectives for each actor involved on a flight.
- CATS objectives represent the commitment of each actor for delivering the aircraft inside temporal and spatial intervals. Each actor commits himself/herself and is accountable for their achievement.
- CATS objectives are situated on the transfer of responsibility areas, all actors being accountable for their own achievements.
- CATS objectives are negotiated based on schedule integrity at destination, taking into account all the actors’ constraints.
- CATS contracts will ensure the operational continuity of the flight. ATCOs are now able to visualize, on their own working position, the final objective, instead of managing sectors that they are responsible for without considering global ATM optimization.

On 4 December 2008, the first CATS workshop was successfully carried out at the EEC (in a parallel track of the 7th Innovative Research Workshop and Exhibition).
This workshop was well attended and, after an interesting overview of the Single European Sky 2 initiatives and a SESAR presentation focused on the business trajectory management, the CATS consortium presented the CATS concept, the Target Windows calculation method, the hypothesis and initial results of the first experiment,

The CATS project, presented by Sandrine Guibert and Laurent Guichard on the NeoMetSys booth, was present at the 17th edition of the ATC Maastricht Exhibition, which took place on 13-15 February 2007.
The ATC Maastricht exhibition was a good opportunity to communicate to the ATM community on this future project, Contract-based Air Transportation System, to collect the feedback of experts and interested people, to see if the concept is going the right way, and to have interesting exchanges between ATM experts. The concept was presented in a funny way, by means of a croquet game. The idea was to attract people even though we have no results nor a demonstrator because the project has not started yet. This was a good gamble!; people from ANSPs, aviation authorities, and other experts were interested in it.

CATS (Contract-based Air Transportation System) was launched successfully on 6 November 2007 in Vienna.
The CATS project is based on the "arriving on schedule" concept while improving efficiency and synergy between all ATM actors through Contract of Objectives. These foundations are fully in line with SESAR concept.

The EUROCONTROL Experimental Centre together with Frequentis (co-ordinator), SkySoft-ATM, Air France Consulting, ENAV, UNIQUE , the Universities of Trieste, Leiden and Zurich are working together to assess the impact of this Contract of Objectives. This will be achieved by :
- defining the interfaces between various actors and operators :
- ATCO and ATCO in airborne cycle
- ATCO and aircrew in airborne cycle
- Airport, airline, and ANSP during the renegotiation process
- assessing, through human-in-the-loop experiments, the operational acceptability and the technical feasibility ;
- evaluating the impact of this contract in terms of human factors issues, safety and operators’ workload ;
- evaluating the benefits and the legal implications.
