The EUROCONTROL Experimental Centre (EEC) is a participant in the CAATS II project, which is a component of the European Commission's 6th Framework programme.
CAATS is shorthand for "Co-operative Approach to Air Traffic Services".

The main purpose of the CAATS II project is to continue the work started by the CAATS project, which identified the E-OCVM (European Operational Concept Validation Methodology) as the best concept validation methodology as it can be seen to be the most applicable to the first three phases from the AP5 (Action Plan 5) maturity model. (This is the Operational Concept Validation Strategy Document developed by the FAA and EUROCONTROL that proposes a five-level concept maturity scale).
The CAATS project has identified the best practices to perform a human factors case and a safety case and also gave some hints to perform a business case and how it can be integrated with the overall approach of CAATS.
