Support to Regulation at the EEC

The "Regulatory Support" activity of the EUROCONTROL Experimental Centre (EEC), in co-operation with EUROCONTROL HQ, aims to understand how EUROCONTROL activities and results can best anticipate and support the rule making, standardisation, and certification processes that exist in the field of air traffic management. Those processes are seen in the context of the future evolution of the European Air Traffic Management regulatory environment, including the ICAO (International Civil Aviation Organisation), SES (Single European Sky), and EASA (European Aviation Safety Authority) regulatory frameworks.

EUROCONTROL projects may have input to a range of new regulations and standards addressing safety, environmental, economic, and interoperability instruments. Examples of regulatory material include SES implementing rules (IR) and community specifications (CS), and EASA acceptable means of compliance (AMC), while standards include material developed by bodies such as EUROCAE/RTCA and ESOs.

Improving EEC validation methods for regulations

Today’s evolution of the European aviation and ATM research and development environment is placing a focus on the rapid transfer of promising validated concepts into real operation. SES and SESAR are evolving the existing regulatory and standardisation structures to support this rapid transfer.

To meet these needs, work is under way at the EEC to improve the suitability of the output of ATM validation exercises for use in regulatory and standardisation material.

The European Operational Concept Validation Methodology (E-OCVM) is the standard agreed methodology for establishing fitness for purpose of proposed ATM concepts. Additional E-OCVM guidance material ("best practices") is being developed to provide validation teams with assistance in best planning their validation strategy (including safety assessment) to provide results to match regulatory and standardisation bodies’ needs.

Improving EEC support to certification

The EEC has developed a range of products, test beds, and other facilities that currently are, or could in the future be, used to support organisations applying for certification and/or conducting post implementation monitoring as a part of EUROCONTROL objectives for implementing new ATM concepts. Certification is the formal process of ensuring compliance with applicable regulations and the issue of certificates, approvals or licence by a certifying body. This is a necessary regulatory step prior to active use of the products and systems associated with new ATM concepts.

Examples of EEC facilities include aircraft performance modelling data, air-ground integration test platforms, satellite-based navigation test systems, and wake vortex modelling software.

Best-practice procedures are being developed to advise how to scope the use of the facilities and the resulting data in support of certification needs.

Partners and Coordination

EEC support to certification contributes to EUROCONTROL and European activities in the field of regulation. For example, this includes contributions to bodies such as the Conformity Assessment Task Force.
