EUROCONTROL's Experimental Centre (EEC) plays a leading role in the research and development (R&D) activities in support of the Single European Sky ATM Research (SESAR) Programme launched in 2005.
In the future European ATM system, airborne and ground components are viewed as a single integrated ATM system serving the business needs of all airspace users. SESAR's 2020 operational concept represents a major shift from an airspace-based to a trajectory-based (4-D) ATM system.
The EEC's Mid-Term Validation (MTV) Programme, together with stakeholder partners, is conducting an assessment of the SESAR 2020 operational concept.

MTV focus on performance of the SESAR 2020 operational concept |
European Transport Minister (M. Barrot) set challenging goals for SESAR:
- SAFETY - increase by 10 times
- CAPACITY - increase by 3 times
- ATM Costs - reduce by a factor of 2 (per flight)
- ENVIRONMENTAL Impact - reduce by 10 per cent (per flight).

SESAR has converted these goals into three phases:
- SESAR Definition Phase (2005 - 2008)
- SESAR Development Phase (2008 - 2013)
- SESAR Deployment Phase (2014 - about 2020).

The ATM Performance Targets are presented in SESAR Deliverable D2, and focus on 11 Key Performance Areas (ICAO KPA).

MTV and SESAR Development Phase |
 |
EUROCONTROL's Mid-Term Validation (MTV) Programme focuses on the validation of the SESAR 2020 operational concept, with a view to the SESAR Joint Undertaking set to become operational in early 2008.
MTV’s validation activities will assess the SESAR concept performance against the SESAR performance targets (derived from Mr. Barrot’s goals).

| MTV Programme goals, working with key research and industry partners, are to: |
- detail the SESAR operational concept for research
- validate the SESAR operational concept against SESAR's performance targets and assess its viability
- coordinate and integrate the results of these processes to provide a detailed, consolidated description of the target concept for SESAR stakeholders.

MTV integrates activities from projects in the EC's Sixth Framework Programme (FP6), which includes Episode 3 (EP3) - the largest FP6 ATM Research project.

All validation activities are conducted using the European Operational Concept Validation Methodology (E-OCVM). The EC has mandated the E-OCVM as the validation methodology for ATM research, which promotes a performance-based approach to R&D.

Clients for MTV results are SESAR's strategic and operational decision-makers, namely:
- air navigation service providers (ANSPs)
- airlines
- airport operators
- industrial partners, with
- social partners.

MTV Programme deliverables include:
- ATM Process Model (first version delivered, 2007)
- Consolidated detailed Operational Descriptions of the SESAR operational concept (OSEDs)
- Performance data supporting the SESAR operational concept
- Education and dissemination platforms.

The most important outcome of MTV Programme is the collation of objective evidence supporting the viability of the SESAR operational concept performance.
Publication of critical information is set to empower SESAR stakeholders to reach investment decisions, which will transform the vision for a Single European Sky (SES) into a reality.
In concert with stakeholder and industry partners, EEC is uniquely placed among European research agencies to accomplish this strategic goal.

In 2007, the EEC's MTV Programme, with Episode 3 (EP3, see below) stakeholder partners, formulated a first version of the ATM Process Model (a major deliverable).
In 2006, agreement was reached with the EC and 26 stakeholder partners on the Episode 3 ATM research project. EP3 targets validation of elements of SESAR's ATM concept.
An Integrated Risk Picture (IRP) was also conducted at the EEC in 2006. On the road to forging the early MTV/EP3 collaborative research activity, an initial Safety Plan for the SESAR 2020 operational concept safety validation was developed and delivered.

MTV delivers ATM Process Model |

SESAR Process Model - EP3 ATM Process Model V1.1 has been delivered (20 November 2007). Download (.pdf's) are available for description and diagrams. The process model continues to evolve.
