SEAP

The SEAP (Large Scale European ADS Pre-implementation Programme) is being proposed to implement new operational concepts thus enabling better flight profiles and increased capacity whilst respecting the environment and without compromising current safety levels.

Description

The programme aims at equipping a large number of aircraft with an ADS system, upgrading current air-traffic control centre systems, installing ADS ground stations, and linking this infrastructure to other European ADS programmes and projects. Three principal functions are proposed:
  • Provision of a number of ADS-B services focussed on ASAS (Airborne Separation Assistance System) functions that have been previously shown to reduce costs to the airlines, improve safety for the aircraft, and improve overall ATM efficiency, even when operating within existing ICAO (International Civil Aviation Organisation) separation standards (with additional new procedures).
  • Provision of ADS-C services in oceanic areas.
  • Provision of an improved airline operations centre datalink capability as an added value service.
These functions will be based on different technological solutions which will take into account the considerable investment already made by airlines and ATS providers, as well as the possible necessity to have a multi-link solution (taking into account the users needs) to implement ASAS services as recognised by ICAO and investigated by EUROCONTROL.

Technologies considered are:
  • 1090 Extended Squitter, and
  • VDL mode 4.
