The DOVE (Datalink Operational Validation Experiments) project will deliver a simulation facility enabling the operational validation of elements of the Co-operative ATS concept and will conduct a series of simulation experiments to evaluate specific functionality associated with CPDLC, ADAP, and ATSAW datalink services.

The DOVE project will build on the experience gained from previous datalink projects including EATCHIP III and PETAL IIe in order to extend the potential benefits of data exchange within the ATM environment.
The main objective of the DOVE project is to validate a significant part of the second generation of datalink services developed within the AGC programme and specifically for en-route ATC. These services can be found in the document "Operational Requirements for Co-operative ATS (Edition 1.0)". The first generation of services is being further evaluated as part of the LINK2000+ programme. The DOVE project will use these as a baseline and add newly developed applications.

The DOVE project forms part of the operational datalink validation programme of the Air-Ground Co-operative ATS programme. "Co-operative ATS is an element of ATM that enhances the productivity and safety of air-traffic services by optimising the involvement of controllers, aircrew, and airline operators through integrated data communications and improved forms of surveillance and automation." The term Co-operative ATS represents a synthesis of complex aeronautical notions. The overriding consideration is the need to move from conventional air-traffic management towards new forms of ATM, having the potential to provide the capacity required for the long term future, whilst maintaining or increasing safety. The word co-operative implies an increased involvement of aircrew in ATM, which could lead to delegation of separations, subject to proof of benefits and safety.
Although controllers and aircrew are already co-operating, the increased communication and situational awareness capability brought by data communication will enable a much higher degree of co-operation between them, and also with other involved parties (such as airline operations, air-traffic flow management, and meteorological offices). The level of co-operation between controllers and aircrew may evolve as far as delegating some separation tasks to the cockpit.
Data communication is the main enabling technology. Coupled with automation, new display, and input functionality, and associated with adequate procedures, a datalink system will permit the seamless transfer of information between all parties involved.

The DOVE project involves the operational evaluation of Co-operative ATS Level 1 services. This level proposes ATS applications, or enhancements, in accordance with existing ICAO rules and procedures, in order to permit an acceptable operational transition.
The evaluation corresponds to a generation of data link applications beyond the current CNS/ATM-1 standard and investigates applications within European airspace, based on operational requirements targeting implementation in steps until 2010.
Co-operative ATS Level 1 services are characterised by the introduction of DLIC (DataLink Initiation Capability), initial CPDLC (Controller Pilot DataLink Communication), ADAP (Automatic Downlink of Aircraft Parameters), and D-FIS (Datalink Flight Information Service).
These services form the first stage of CNS/ATM operational use and represent for the users, the first contact with innovation in the field. Level 1 will enable the ATM community to gain confidence and evolve to a stage where full benefits will accrue following substantial fleet equipage and acquisition of operational experience.
A later stage, based on increased acceptance and proven validity of the initial services, will involve ATSAW (Air Traffic Situational AWareness), seen as a prerequisite step for the active involvement of aircrew in the ATM decision process. The DOVE project provides validation data regarding specific CPDLC, ADAP, and later ATSAW datalink services.
These services will impact the whole ATM structure; the DOVE validation exercises, however, focus on the en-route flight phase.

The project comprises model based evaluations of datalink services accompanied by the development of a specialised real-time simulation facility based on the EATCHIP III controller interface and extending knowledge gained from previous data link projects.
The DOVE real-time simulation series makes use of functions, developed through the PETAL IIe trials carried out at the EUROCONTROL Maastricht Upper Air Centre.
Three experiments will be conducted over the period 2002-2005. The controllers will work in conditions close to the operational, handling representative traffic from 2002 to 2007 with different levels of datalink equipage (50% and 95%) in order to evaluate the operational impact.
The experimental approach is based on both a subjective and an objective analysis. The subjective analysis will be based on:
- simulation observations,
- controller debriefings,
- targeted questionnaires, and
- controller workload recordings.

The DOVE project is achieved through a dedicated project team, including operational, analysis, software and human factors expertise, based at the EEC, assisted by experts from EUROCONTROL Headquarters, and reporting to the AGC Programme Manager. Controllers from Italy, Macedonia and Cyprus are involved in the experiments.

Synergy is also maintained between the DOVE project and the LINK2000+ programme, which focuses on implementation of previously validated, non time-critical datalink services likely to bring early benefits to users. The DOVE project uses these as a baseline and adds newly developed applications. Later, the integration of both will form the second generation of datalink services. The DOVE project also shares synergy with other air/ground integration projects such as AFAS and CoSpace.

The DOVE project will develop an advanced ATC simulation platform capable of validating the requirements of the AGC datalink programme.

In step with other datalink initiatives to improve the future for successful datalink implementation, the DOVE project will conduct a complimentary series of fast-time and real-time simulations to:
- validate operational aspects of datalink, and
- show the potential benefit of datlink to European ATM.
